In Phu Tho , after a period of reconnaissance, the working group including the Department of Environmental Crime Prevention Police (C05 - Department 3), the Department of Forestry and Forest Protection, the Tam Dao - Tam Duong Forest Protection Department and the Tam Duong Commune Police inspected a wildlife breeding facility in Dong Ang village, Tam Duong commune. The results showed that this place was holding a total of 4,059 wild animals, of which 3,688 had no records proving their legal origin, seriously violating regulations on wildlife management and protection.
The inspection team requested Tam Dao - Tam Duong Forest Protection Department to temporarily detain all illegally captive animals for handling in accordance with legal regulations.
Also on November 13, in Thanh Hoa, the Special Forest Ranger Team and the Forest Ranger Department of Region II coordinated with the Thanh Hoa Forest Ranger Department, police forces and local authorities to conduct a raid on suspected wild bird trapping sites in Quang Phu ward and Quang Chinh commune.
Authorities discovered and seized 79 wild birds, including 47 herons, 14 egrets, and 18 storks. Many trapping tools and equipment were also confiscated, including 35 kg of nets (about 500 m), 4 batteries, 17 lure speakers, 1 amplifier, and the demolition of 5 large-scale trapping sites.
After the inspection, the working group requested the Thanh Hoa Forest Protection Department to continue advising the government to tighten the management of wild birds, expand inspections across the province, strictly handle violations and increase propaganda in high-risk areas.
The two inspections were carried out within the framework of Plan No. 628/KH-BCA-BNN&MT, signed on October 17 between the Ministry of Public Security and the Ministry of Agriculture and Environment to prevent violations of laws related to the protection of wildlife and aquatic resources.
The Ministry of Agriculture and Environment has issued Decision 4548 to implement Plan 628 and assigned the Department of Forestry and Forest Protection as the lead unit. The campaign will be implemented from October to the end of December 2025, requiring clear people, clear tasks, full and timely reporting.
The tasks include: establishing a steering committee, reviewing organizations, individuals and key areas, strengthening investigations, promoting propaganda, cracking down and strictly handling illegal trapping and trading activities, coordinating to detect and remove illegal transactions on social networks and e-commerce platforms.
Previously, the Department of Forestry and Forest Protection sent an official dispatch, requesting the Department of Agriculture and Environment of localities to advise the Provincial People's Committee to issue a directive document, and at the same time review hot spots, and compile statistics on organizations and individuals related to violations of wildlife, migratory birds and aquatic resources.
The Department of Fisheries and Fisheries Surveillance also issued a separate plan, clearly assigning responsibilities to affiliated units to strengthen coordination with the police force in preventing, detecting and handling destructive fishing practices such as using banned chemicals, toxic substances, explosives, electric shocks or destructive fishing gear.
