Based on survey data, current regulations of the Ministry of Construction , and especially the actual socio-economic development situation of the locality, and in accordance with Document No. 01/2025/BC-NCCMCB dated December 17, 2025, from ETA Information Technology Joint Stock Company regarding the report on survey results, the unit price of construction labor in Cao Bang province in 2025 was calculated mechanically according to the formula of Circular 01/2025/TT-BXD. The results show that the construction labor cost for Zone III (wards) is 255,000 VND/day; and the construction labor cost for Zone IV (communes) is 241,000 VND/day.

The proposed construction labor cost per day for 2026, with an average increase of 14.5% compared to 2025, is the optimal and necessary option based on the following scientific and practical considerations: Construction labor cost in Region III is 274,000 VND/day; construction labor cost in Region IV is 259,000 VND/day.
