At the press conference, Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said that the total number of candidates registered for the 2024 high school graduation exam is: 1,071,393. Of which, the number of candidates registered online is 1,014,020, accounting for 94.66% of the total number of candidates. The number of candidates registered directly is 57,373, accounting for 5.34%. The total number of independent candidates is 46,978, accounting for 4.38%.
The total number of exam sites is 2,323; the total number of exam rooms: 45,149. Exam sites located in the locality where candidates study help candidates avoid traveling far, not worry about accommodation, create a calmer, more confident mindset when taking the exam, and at the same time do not cause pressure on traffic in big cities.
According to reports from localities, the exam supervision at all exam sites proceeded as planned. Statistics reported by localities and inspection teams showed that during the entire exam, 30 candidates violated the exam regulations and were suspended from the exam for using documents and bringing phones into the exam room. No staff violated the exam regulations. Up to this point, there have been no recorded cases of negative or organized cheating nationwide.
The Ministry of Education and Training assessed that the 2024 high school graduation exam took place in quite favorable weather conditions across the country. Preparations for the exam were carried out proactively, urgently, thoroughly, thoughtfully, and comprehensively. The organization of the exam at all exam locations ensured safety, seriousness, and compliance with the Plan, meeting the requirements for a compact and practical exam. The exam was organized seriously, honestly, objectively, safely, and in accordance with regulations, ensuring convenience and fairness for all candidates.
The exam work is carried out seriously, safely and confidentially from the central to local levels. The exam basically meets the requirements for organizing the exam. According to the initial assessment of candidates, teachers and public opinion, the exam papers/subjects are in the high school program, with appropriate differentiation to ensure accurate and objective exam results used to consider recognizing high school graduation and provide data for universities and vocationaleducation institutions to use for enrollment in the spirit of autonomy.
The Examination Steering Committees at all levels have strengthened the inspection and examination of the organization of examinations at examination sites, promptly detected, reminded and supported the overcoming of limitations and shortcomings in the process of organizing examinations to strengthen examination discipline and maintain strict examination room discipline. Some shortcomings in the performance of duties by examination staff have been promptly remedied. Violations of the Regulations by candidates have been promptly detected and handled in accordance with the provisions of the Examination Regulations, ensuring the seriousness of the examination.
Localities have solutions to provide maximum support for candidates on exam days.
For this year's exam, the Ministry of Education and Training continues to organize online registration for candidates studying in grade 12 in the 2023-2024 school year, with nearly 95% of candidates registering online. During the exam registration days, the exam management system operated stably, candidates' exam registration took place normally and smoothly, ensuring accurate exam databases, contributing significantly to organizing an objective and fair exam.
The exam council was established under the Decision of the Minister of Education and Training, and carried out its tasks as planned, and created exam questions that met the requirements of the exam organization. Accordingly, the exam content is within the high school curriculum, mainly the grade 12 curriculum; teaching content adjusted due to the impact of the Covid-19 pandemic will not be included in this year's exam.
The original exam papers are handed over to the Examination Councils for timely printing and copying, ensuring absolute confidentiality. The Departments of Education and Training have prepared adequate facilities and human resources to carry out the printing, copying, transporting and handing over of exam papers for local examinations. The storage and use of exam papers at the Examination Sites ensure safety and confidentiality, meeting the requirements of exam organization.
The work of preventing high-tech fraud has been directed and thoroughly implemented to the Examination Councils and Examination Sites, to each officer participating in the examination. There is close coordination and active support from the functional units of the Ministry of Public Security . The Examination Councils have strictly followed this year's examination instructions in arranging a safe place to store candidates' personal belongings, at least 25m away from the examination room.
The support for candidates participating in the exam has received special attention from the Exam Steering Committees at all levels, and the entire political system has participated. In particular, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Vietnam Student Association and the Ho Chi Minh Communist Youth Union organizations in localities have actively implemented the program "Supporting the exam season", participating in ensuring security, safety and supporting candidates.
All localities have solutions to provide maximum support to candidates on exam days; ensuring that no candidate is unable to attend the exam due to difficult circumstances. All candidates, including those who are sick and cannot write their own papers, have been given the opportunity to participate in the exam (at the Examination Councils of Binh Phuoc, Da Nang, Hai Duong and Ho Chi Minh City, candidates with broken arms who could not write their papers were arranged by the Examination Council to write their papers and fully comply with regulations to ensure a safe and serious exam).
Localities, especially those with mountainous and island districts and communes, have paid close attention to each candidate who is an ethnic minority and whose family is in difficult circumstances, mobilizing resources to create the most favorable conditions for candidates to participate in the exam.
Will conduct an inspection of the marking work at 63 Examination Councils.
Regarding the work in the coming time, Prof. Dr. Huynh Van Chuong said that the Ministry of Education and Training will continue to direct, guide and strengthen inspection, examination and supervision, ensuring good implementation of the stages of marking exams, comparing exam score data, announcing exam results, reviewing exam papers, considering high school graduation for candidates and university and college admissions for Preschool Education in 2024.
The inspection teams of the National Examination Steering Committee and 63 examination marking inspection teams of the Ministry of Education and Training will inspect the marking work at 63 Examination Councils during this activity to enhance the seriousness of the marking work.
On the part of the provinces and centrally-run cities, strictly and seriously implement the process of marking essay exams, marking multiple-choice exams and reviewing exams to ensure compliance with the regulations and instructions of the Ministry of Education and Training, with cameras monitoring the exam rooms 24/7. Strengthen the information technology infrastructure to facilitate the announcement of exam results, without network congestion. At the same time, be ready to support candidates in changing their university and college admission application wishes after the exam results are available.
At the same time, implement the recognition of high school graduation for candidates in accordance with regulations. In particular, focus on carefully reviewing information on exam registration data and considering recognition of high school graduation.
On the part of higher education institutions, continue to coordinate in carrying out inspection and examination of the exam marking stages according to the plan and dispatch of the Ministry of Education and Training. Prepare well the conditions for carrying out the enrollment work immediately after the end of the exam: Provide full information on the school's enrollment; promptly support candidates in answering information related to enrollment; arrange adequate technical facilities and human resources for the enrollment work; operate the enrollment software well; build solutions suitable to the reality of the unit for convenient and effective enrollment.
