Public-private partnership is the 'key' to smart logistics

According to experts, sustainable smart logistics transformation requires strong cooperation between the Government, ports, technology providers, transport businesses and investors.

During the discussion session on smart seaports and logistics associated with the dual transformation goal, within the framework of the Autumn Economic Forum 2025 in Ho Chi Minh City on November 26, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong said that the city is focusing on developing a modern, smart and green logistics ecosystem associated with key ports such as Cai Mep, Cat Lai, especially Can Gio international transit port - a strategic project with breakthrough significance in the city's journey of developing the marine economy.

In addition, the city is also synchronously implementing logistics infrastructure planning, applying digital technology and artificial intelligence, reducing carbon emissions according to green port criteria, promoting regional connectivity and public-private cooperation, aiming to form regional logistics centers, effectively connecting with the sea system and industrial parks of the city and the whole region.

“Today’s discussion is not only a place to share perspectives and initiatives, but also a starting point for new cooperation, new models and new thinking in the coming time. From today’s ideas, we can work together to form specific projects, practical initiatives and long-term cooperation programs, contributing to making Vietnam and Ho Chi Minh City the center of logistics, green logistics, smart logistics, digital connection of the whole region”, Vice Chairman of the People’s Committee Bui Xuan Cuong affirmed.

Vietnam is facing the opportunity to become the leading logistics center in ASEAN.

According to experts, Vietnam is at a pivotal moment when logistics modernization and green growth converge.

Meanwhile, Ho Chi Minh City – the economic and maritime gateway of the country – plays a pioneering role in implementing the dual transformation strategy towards a resilient, inclusive and future-ready economy.

The logistics and port industry is at the heart of a digital revolution reshaping global trade. Through automation, artificial intelligence (AI), the Internet of Things (IoT) and data platforms, digital transformation is driving efficiency, transparency and resilience across the entire supply chain.

However, technology alone is not enough. From lessons and practical experience, Prof. Dr. Thomas Sim, President of the International Federation of Freight Forwarders Associations (FIATA), said that smart logistics can only operate effectively when there is synchronous coordination at the government level. The public-private partnership (PPP) model is the key; standardization and increased digital interaction play a fundamental role; improving the skills of the logistics workforce is the decisive factor.

In addition, the Port Community System (PCS) is the digital pillar of a smart logistics ecosystem. It is an open digital platform that connects all stakeholders (shipping lines, terminals, customs, port authorities, road transport and railways).

As a result, PCS enables seamless data exchange, increases transparency, reduces cargo handling times, and supports the development of low-carbon logistics.

Many of the world's leading port hubs, such as Rotterdam and Singapore, have used PCS as the foundation for smart ports. Smart ports will boost economic competitiveness and attract investment.

According to the professor, it is necessary for Vietnam to build a national port community system to improve logistics competitiveness, especially in deep-water port clusters.

With its strategic location, deep-water port clusters, good production capacity and government commitment, Vietnam is facing the opportunity to become a leading logistics center in ASEAN.

Smart seaports are a must

In that perspective, Mr. Bui Van Quy, Chairman of the Advisory Council of the Asia-Pacific Port Network (APSN), Vice Chairman of the Vietnam Seaport Association, affirmed: "Smart ports are no longer an option but a necessity".

Smart ports are important because they improve connectivity and logistics coordination, from industrial parks, warehouses, ICDs to transport networks; promote greening, disruption resilience and global connectivity, he said.

The smart port ecosystem includes: port community system; digital twin simulation; berthing location forecasting; cargo flow arrangement; and cargo handling maintenance and repair. All must be transparent in data – this is the trend of smart seaports.

The Vice President of the Vietnam Seaports Association especially emphasized that there are only 72 fully automated ports out of 1,000 ports in the world, accounting for less than 10%. Of the 72 seaports, China accounts for 30%.

“China’s development speed is very fast, so we have to learn from them. Vietnam currently does not have any automated ports (including semi-automated ones), we are lagging behind the world, so it is necessary to have measures to accelerate in the future,” Mr. Quy said, hoping that Vietnam will be able to do it.
