Ca Mau-Ninh Binh comprehensive cooperation affirms 65 years of solidarity and friendship

On the afternoon of December 7, in Ca Mau, the signing ceremony of the Comprehensive Socio-Economic Development Cooperation Program for the 2025-2030 period between Ca Mau and Ninh Binh provinces took place solemnly, opening a new stage with expectations of strong breakthroughs in socio-economic development of both provinces in the new era.

This is a particularly meaningful event within the series of activities celebrating the 65th anniversary of the twinning between Ca Mau and Ninh Binh provinces (1960-2025), and the 85th anniversary of the Hon Khoai Uprising and the Revolutionary Traditional Day of the Party Committee, people and army of Ca Mau province (December 13, 1940 - December 13, 2025).

Attending and chairing the signing ceremony were Secretary of Ca Mau Provincial Party Committee Nguyen Ho Hai, Standing members of Ca Mau Provincial Party Committee, and representatives of Ninh Binh Provincial Party Committee and government, along with representatives of departments and branches of the two provinces.

At the signing ceremony, representatives of the two provinces' leaders highly appreciated the results of in-depth cooperation in the 2022-2025 period. Despite the great geographical distance, the two provinces have organized more than 10 supply-demand connection conferences with the participation of more than 150 businesses, signing more than 60 memorandums of understanding on trade cooperation.

Outstanding in the agricultural sector is the successful piloting of BL9 rice variety and the model of raising male giant freshwater prawns on converted rice fields in Ninh Binh. Typical OCOP products such as Ca Mau crab and dried shrimp have appeared in the Ninh Binh market and vice versa, the specialties of the ancient capital have also been welcomed by consumers in the land of Mui...

On that solid foundation, the leaders of the two provinces agreed on the Cooperation Program for the period 2025-2030 with 5 key, comprehensive and strategic task groups. In terms of economy and trade, the two sides will promote investment, develop supply chains and promote OCOP products.

On science and technology: Promoting innovation and digital transformation.

Regarding social security: Continue to cooperate extensively in health care and education, especially Ninh Binh's support in building a school in the difficult border area of ​​Ca Mau.

According to Vice Chairman of the People's Committee of Ca Mau province Lam Van Bi, in the context of Ca Mau province's newly merged administrative boundaries (from July 1, 2025), opening up a new development space with the position of a growth pole of the Mekong Delta, cooperation with Ninh Binh is identified as an important driving force.

On behalf of the provincial leaders, Mr. Lam Van Bi pledged: “Ca Mau province will direct departments and branches to promptly specify the cooperation content; create the most favorable conditions for Ninh Binh enterprises when they come to invest. We prioritize the implementation of projects that have spillover effects and sustainable effectiveness for both localities.”

Responding to that sentiment, Vice Chairman of Ninh Binh Provincial People's Committee Tran Song Tung affirmed his determination to bring the cooperative relationship to a new level, more practical and effective, worthy of the 65-year tradition of loyal attachment between the North and South.
