Accordingly, on November 10, O Cho Dua Ward Police received information about the facility "breaking rooms" so they assigned officers to verify and invite the facility owner and related people to the Ward Police headquarters to clarify the matter.
At the ward police station, Ms. NTQH - owner of Royal Hostel and Mr. TTA - the caretaker said: Royal Hostel was opened for the purpose of renting apartments; when there are no guests, the facility will be used for short-term rentals.
The facility received a reservation from a guest named NYQ via the AGODA app, however, on November 7, the guest did not come to check in. At around 2:00 a.m. on November 9, when the guest came to check in, Mr. TA - the night caretaker - told the facility that the room was full and could not arrange another room for the guest, leading to the tenant being upset, recording a clip and posting it on social media.

After the incident, Ms. H contacted the customer to apologize and ask for a refund. In addition, Ms. H contacted the AGODA App administration department to ask for support in refunding the customer and the customer agreed to delete the post on TikTok.
O Cho Dua Ward Police conducted an administrative inspection of the Royal Hostel facility, recording the following shortcomings and violations: The facility did not comply with the regulations on accommodation notification, violating Point b, Clause 1, Article 9 of Decree 144 dated December 31, 2021 of the Government ; conducting business in investment and business lines with conditions on security and order without being granted a Certificate of eligibility for security and order, violating Point a, Clause 4, Article 12 of Decree 144 dated December 31, 2021 of the Government; not preserving and maintaining common fire-fighting equipment according to Point a, Clause 1, Article 22 of Decree 106 dated May 15, 2025 of the Government.
Faced with the above situation, O Cho Dua Ward Police have drawn up a record of administrative violations to handle the violations of the facility according to the provisions of law.
