Hung Ha: Attracting investment, expecting prosperity

With the goal of building the locality into a key economic zone in the North of the province, Hung Ha district actively implements solutions to promote investment attraction in industrial clusters, making an important contribution to promoting socio-economic development.

Plummy Garment Vietnam Co., Ltd. (Hung Nhan Industrial Park) creates jobs for 1,200 workers.

Located at the northern gateway of the province with many key traffic routes running through such as National Highway 39A, Thai Binh - Ha Nam Expressway, La Tien Bridge, Provincial Road DT.452, DT.453..., Hung Ha district has determined the goal of rapidly shifting the economic structure towards strong development of industry, trade and services. Accordingly, the district has issued a project on industrial - trade and service development for the period 2021 - 2025, with a vision to 2030, focusing on planning strategic areas, promoting traffic advantages, creating motivation to call for and attract investors to the area.

Dong Tu Industrial Cluster (Hung Ha town) with an area of nearly 64 hectares has so far attracted 12 enterprises to invest in many industries. Hung Binh Garment Joint Stock Company (Dong Tu Industrial Cluster) is producing products: pants, jackets, blazers, skirts... for export to the US, Europe, Japan, and Korea with an output of 1,800,000 products/year, revenue reaching 5.5 million USD/year, creating jobs for nearly 450 workers with a salary of 6 - 8 million VND/person/month.

Mr. Bui Van Dien, Director of the Company said: When investing in Dong Tu Industrial Park, we found that the traffic was convenient, the labor force was abundant, the mechanism was suitable, the land lease procedures and project implementation were quick and clear, so it was very convenient for the Company to develop. During the project implementation, the Company always received active support and favorable conditions from the authorities at all levels and functional departments of the district.

In rural areas, industrial parks have created jobs for nearly 5,000 workers, contributing to shifting the rural labor structure and improving people's lives.

Ms. Ta Thi My, from the finishing team of Hung Binh Garment Company, said: Since the district planned to build an industrial park in the area, we have had many opportunities to choose suitable occupations to meet our needs without having to go to other provinces to find work. Currently, our jobs are very stable, with a salary of nearly 8 million VND/person/month, and all workers' benefits are guaranteed.

As one of the 100% foreign-invested enterprises, since its commencement of production, Plummy Garment Vietnam Co., Ltd. (Hung Nhan Industrial Park) has produced nearly 100,000 shirts and pants products per month, exporting them to European and American countries, creating stable jobs for 1,200 workers.

Mr. Nguyen Quang Trung, Chairman of the Company's Trade Union, said: The Company is built on an area of over 5 hectares, including 5 factories, 24 production lines operating at full capacity. In particular, the favorable geographical location combined with abundant labor resources has helped the Company have higher revenue each year than the previous year. During the construction and development process, the local government has always created favorable conditions in carrying out administrative procedures as well as creating space for expanding production.

Up to now, Hung Ha district has 6/11 industrial parks in operation with a total area of 282.8 hectares, attracting 46 investment projects and investment registrations, of which 39 projects are operating in production and business with a total registered investment capital of over VND 1,990.44 billion, total implemented capital of nearly VND 1,125.11 billion; the occupancy rate of industrial parks reaches 52.17%. In addition, Van Lang industrial park is completing the 1/2000 scale zoning plan with an area of 70 hectares; Bac Son industrial park has an area of about 70 hectares. The district proposed to add 3 industrial parks including Viet Bac, Dong Do, Do Ky to the industrial park development plan of the province; study and propose Thai Phuong, Kim Trung, Minh Tan logistics industrial parks; complete the dossier to submit to the Provincial People's Committee for approval of the investment policy to build a motor vehicle inspection center and trade business of An Phu Hung Trading Service Company Limited (Thong Nhat commune); Hung Ha hot spring commercial tourism urban area project in Duyen Hai, Tan Tien, Doan Hung communes with a scale of 78 hectares, total estimated investment of about 700 billion VND.

Mr. Nguyen Van Tuan, Director of the Center for Land Fund and Industrial Cluster Development of Hung Ha district, said: Identifying investment attraction as a breakthrough in the socio-economic development of the district, we have advised the district to focus on investing in synchronous infrastructure; together with infrastructure investors, calling for secondary investors, prioritizing high-tech enterprises to invest. For newly built industrial clusters, we guide investors to build synchronous infrastructure in accordance with the planning from traffic roads, sidewalks, water supply and drainage, telecommunications, production areas, commercial service areas, wharf areas, fences, environmental treatment areas... to organize large-scale production, achieve high efficiency, without affecting the living environment of the people. We are committed to accompanying and removing difficulties for businesses by resolutely directing the implementation of site clearance work, creating clean land funds to attract investment.

With synchronous solutions, attracting investment to industrial parks in Hung Ha is expected to flourish in the coming time, contributing to job creation, increasing income for people, and gradually shifting the economic structure towards industrialization and modernization.
