Hung Yen has a new Chairman of the Provincial People's Committee

Mr. Pham Quang Ngoc (Deputy Secretary of the Provincial Party Committee) was elected to hold the position of Chairman of the People's Committee of Hung Yen province for the 2021-2026 term.

On the morning of November 12, the People's Council of Hung Yen province, term XVII, 2021-2026, held the 33rd session to carry out the process of electing the Chairman of the Provincial People's Committee, term 2021-2026.

As a result, Mr. Pham Quang Ngoc - Deputy Secretary of the Provincial Party Committee - was elected as Chairman of the Provincial People's Committee for the 2021-2026 term.

Previously, Mr. Pham Quang Ngoc was mobilized and appointed by the Secretariat to join the Executive Committee, the Standing Committee and hold the position of Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term. The decision was announced by the Central Organizing Committee on the afternoon of November 11, at the headquarters of the Hung Yen Provincial Party Committee.

Mr. Pham Quang Ngoc will replace his predecessor, Mr. Nguyen Khac Than, who was transferred to hold the position of Secretary of Nghe An Provincial Party Committee.

Taking on the task, Mr. Pham Quang Ngoc said that he will strive with the Party Committee, government and people of Hung Yen province to complete the set major goals: building a dynamic and rapidly developing, sustainable economy based on science, technology, innovation, digital transformation; a harmonious society; cultural identity is preserved and promoted; the ecological environment is safely protected.

The new Chairman of the People's Committee of Hung Yen province also affirmed that he will promote administrative reform, especially administrative procedure reform, to create a favorable environment and conditions to promote production and business. At the same time, he will resolutely push back and eliminate negative behaviors, harassment, avoidance and shirking of responsibility in the performance of public duties.

The goal is that every citizen and business feels and enjoys the benefits from the reform process of leadership and management activities.

Mr. Pham Quang Ngoc, 52 years old, from Yen Khanh commune, Ninh Binh province.

He grew up in the environmental industry, holding many leadership positions from the grassroots level.

From May 2019 to October 2020, he was a member of the Provincial Party Standing Committee and Vice Chairman of the Ninh Binh Provincial People's Committee.

In October 2020, he was elected Deputy Secretary of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee.

Since December 2020, he has held the position of Chairman of Ninh Binh Provincial People's Committee.

As of July 1, 2025, he holds the position of Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ninh Binh province (new).

At the meeting, delegates of the People's Council of Hung Yen province also voted to dismiss Mr. Nguyen Khac Than from the position of Chairman of the People's Committee of Hung Yen province for the 2021-2026 term.

In the 3 quarters of 2025, Hung Yen's economy continued its positive momentum with a GRDP growth rate of 8.01%. Industrial production flourished, especially the processing and manufacturing industry, the main driving force to maintain growth momentum.

The industrial production index in the first 9 months increased by 11.51% over the same period. Investment promotion activities were promoted, the whole province attracted 106 newly registered FDI projects with a capital of about 1.39 billion USD.

Notably, the state budget collection of this locality achieved impressive results, when the total revenue in 9 months reached more than 70,600 billion VND, an increase of 82.18% over the same period and reaching 127.47% of the yearly plan.

The province aims to become a modern industrial province by 2035, meeting the criteria of a class I urban area.

By 2045, Hung Yen will be a smart, ecological city directly under the Central Government; have a modern industry that is among the leading in the country; and become a strong maritime economic center of the North.

Along with that, the province is rich in cultural identity, fully promoting and imbued with the core values ​​of the culture of the Red River Delta region.
