Conditions for participating in giving comments on the draft documents of the 14th National Party Congress through VNeID
To participate in giving comments on the draft Party Congress documents, users must first update the VNeID application on their smartphone to the latest version. Normally, applications on the phone will be automatically updated when a new version is available, so you can skip this step.
In addition, users need to register for a level 2 identification account. By default, when people make a Citizen Identification Card (CCCD) and register for a VNeID account, it will correspond to a level 1 identification account.
To check if your account is level 1 or level 2, users log in to their VNeID account on their smartphone, and information about the identified account will be displayed right on the application.

Citizens cannot register for a level 2 account by themselves, but must go to the police station, ward or the place where the CCCD card issuance procedures are carried out to register.
When registering for a level 2 electronic identification account, citizens need to present their CCCD card, provide information about their phone number... In addition, citizens can also present their driver's license, insurance card... to have their information integrated into their level 2 identification account if they want.
The management agency will notify the account registration results via VNeID application, SMS message or email address.
For cases of chip-embedded ID cards issued after April 1, 2022, a level 2 electronic identification account will be registered when applying for a chip-embedded ID card. However, people still need to download the VNeID application to activate the account.

After updating the VNeID application to the latest version and the level 2 electronic identification account has been activated, readers can follow these steps to participate in giving comments on amending the draft documents of the 14th National Party Congress through the VNeID application:
- First, activate the VNeID application on your smartphone and log in to your account.
- After logging into the application, click on "Comments on Draft Documents of the 14th National Party Congress" on the main interface of the application.
The draft documents of the 14th Party Congress will be fully listed in the next interface. You can click the “Read” button to see the detailed contents.

- After carefully reading the draft content, click the "Return to home page" button and click the "Comment" button to give your opinion on the draft you just read.
