Campaign to clean up land data and information nationwide in 90 days
On September 9, the Ministry of Agriculture and Environment said it had worked with the Ministry of Public Security to issue a plan to implement a campaign to enrich and clean up the national land database.
Within 90 days (from September 1 to November 30), the Ministry of Agriculture and Environment , the Ministry of Public Security and People's Committees of provinces and cities nationwide will review and clean up all land databases that have been built over time at 2,342/3,321 commune-level administrative units; at the same time, collect, digitize and create data for certificates (residential land, housing) that have been issued but the database has not been built.
The campaign aims to create a foundation for developing e- Government and state management tools on land, serving the direction and administration of all levels and sectors in a transparent, effective and accountable manner.
Besides improving the quality of public services on land, the campaign will help reform and resolve administrative procedures on land for people and businesses in the electronic environment.
According to the Ministry of Agriculture and Environment, the national land database is connected, shared, and synchronized with the National Database and industry databases to operate smoothly between agencies in the political system for effective exploitation and use.
Initially, to carry out the campaign to clean up and enrich land data, people had to provide photocopies of their Land Use Rights Certificates (red books) so that the commune-level authorities could collect, digitize, and create electronic data for the land plots that had been granted red books.
However, this step makes many people worried because of legal loopholes, potential risks to property and leads to disputes and damages in the future.

People can declare information about land use rights through the VNeID application, without having to submit a photocopy of the red book to the local government as before (Photo: Van Hung).
To overcome this problem, recently the VNeID application (electronic identification application on mobile devices) has added a new feature, allowing users to declare and submit red book information to state agencies.
This helps people save time and keep information confidential when submitting red books to state agencies, helping to speed up the process of synchronizing data and land information nationwide.
Follow these steps to submit the red book to the State agency via VNeID
After updating the VNeID application to the latest version, readers can follow these steps to submit red book information to the State agency:
- First, activate the VNeID application on your smartphone and log in to your account.
- At the main interface of the application, select "Other services" in the "Service group" section, then select "Provide information to state agencies" from the list that appears.

- Enter the VNeID application's security PIN to continue.
- Click the “Create new” button on the next interface that appears, then click on “Select information type” and select “Land use right certificate” in the dialog box that appears.

- In the next step, you fill in the appropriate information in each blank box. In case of declaring for someone else, you fill in the name of the person who is granted the certificate in the blank box, enter the reason for declaring on behalf of that person. Similarly, in case the land use certificate belongs to an organization or enterprise, you fill in the information of the organization that is granted the certificate in the blank box.
You fill in the certificate number, land plot address (old address according to the previous 3-level government and new address according to the current 2-level government).
Next, you take full photos of the red book pages and click the attach file button to send to the declaration file.
When clicking on the photo file attachment button, you select “Photo Library” from the menu that appears to select the red book image you just took to upload to the VNeID application. Approved photo files are in .PNG, .JPG or .JPEG format and the total size of the photo files is 3.5MB.
Finally, tick the “I confirm the above information is correct” option and press the “Submit Request” button.

You will receive a notification “Successful information submission”, which means that the red book file has been sent to the State agency. Users can follow the steps as instructed above to continue declaring in case of owning many different red books.
