Instructions for reviewing and standardizing all administrative procedures at 3 levels of government

Attending the conference at the Lai Chau province bridge were representatives of leaders of departments, branches, the Provincial People's Committee Office... The conference was connected to the commune-level bridge in the province.

At the conference, delegates were introduced to the content and implementation of Resolution No. 66/2025/NQ-CP dated November 15, 2025 of the Government regulating the reduction and simplification of administrative procedures based on data. Accordingly, the Resolution takes effect from January 1, 2026. The Resolution aims to strongly transform from "manual" to "digital" administration, accelerate the process of building a digital government, improve work efficiency, save time and costs for people and businesses... Along with that, delegates heard the guidance on some Appendices of Official Dispatch No. 7725/BTP-VP dated November 27, 2025 of the Ministry of Justice on statistics and review of administrative procedures at 3 levels of government.

Representatives of ministries, ministerial-level agencies, and People's Committees of provinces and cities expressed their opinions and discussed contents related to the conference. Delegates' opinions were answered by representatives of leaders of relevant ministries and branches.

Concluding the conference, Deputy Minister of Justice Nguyen Thanh Tinh emphasized that the conference guiding the implementation of reviewing and standardizing all administrative procedures at three levels of government is extremely necessary for units to re-count all administrative procedures under their management, standardize file components, internal processes and electronic processes, and at the same time, identify data fields that can be exploited from national and specialized databases to replace documents. Standardizing administrative procedures aims to increase management efficiency, save time and costs for people and businesses, and at the same time, promote digital transformation in handling administrative procedures.

The Deputy Minister of Justice requested the Minister, heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to direct functional agencies and units to urgently conduct statistics and reviews according to the Appendices attached to Document No. 7725/BTP-V dated November 27, 2025 of the Ministry of Justice to standardize each administrative procedure under their management. Reports of ministries, ministerial-level agencies, and People's Committees of provinces and cities on the results of statistics, reviews, and standardization of dossier components and procedures for handling administrative procedures are requested to be sent to the Ministry of Justice before December 5, 2025.
