
According to Vice Chairman of Huong Son Commune People's Committee Vuong Trong Dao, the Huong Pagoda relic and scenic area has about 115 shops that violate regulations on land, construction order, and relic protection... These constructions not only seriously affect the landscape but also pose a potential risk to the safety of tourists. Therefore, Huong Son Commune has implemented many synchronous solutions, aiming to restore discipline in management, thoroughly handle the encroachment situation, and at the same time create an open, safe space, build the image of Huong Pagoda as "green - clean - beautiful - civilized", moving towards a sustainable tourism management model according to the plan.

To implement that policy, the People's Committee of Huong Son commune issued a plan to clear a number of service business locations inside the relic site. The plan is divided into 3 phases, implemented from November 15 to December 31, 2025. Specifically, from November 15 to 25, the commune will review and make detailed statistics of violations; from November 25 to December 5, gather people, propagate and mobilize households to voluntarily dismantle; from December 5 to the end of 2025, enforce enforcement on cases of non-compliance. After the clearance, the locality will organize the handover of the site, arrange security forces, and maintain inspections to prevent re-encroachment.

Propaganda work is identified as a key task. Head of the Department of Culture and Society of Huong Son Commune, Tran Xuan Thang, said that the commune has established a propaganda team to ensure that information is provided to the people in a complete and transparent manner. The propaganda team deploys many forms: broadcasting, public posting, meetings, and going to each business household to mobilize and clearly explain the scope, time and benefits of landscape beautification.
“We go from house to house, meet each household, and persuade with a sense of responsibility and common interests to gain people's consent,” Mr. Tran Xuan Thang shared.

Thanks to the strong direction of the government and the consensus of the people, the clearance work achieved positive results. Vice Chairman of Huong Son Commune People's Committee Vuong Trong Dao said that as of the morning of December 9, 82/115 business households had voluntarily dismantled encroaching shops that were not included in the planning. For households facing difficulties, the commune arranged military forces, police, Youth Union, and Women's Union to support dismantling and transporting materials.

At the scene, business owners are urgently clearing the route from the Lantern Column to the Huong Tich Cave gate; dismantling shops in the Cua Vong area, Phat Tich hermitage, Giai Oan, cable car station No. 1 to station No. 3. At Phu Ma valley, the 30m wide corridor is gradually being returned to tourists. Along the route from the Huong Pagoda Tourism Cooperative Management House to the foot of Thien Tru slope, machines and people are urgently working together to dismantle. The Voi Phuc mountain area, the road to Hinh Bong, Dai Binh... are also being cleared. At Mang valley by Yen stream, the 10-13m wide corridor is being restored.
Many businesses expressed their support. Mr. Tran Quoc Tuan, owner of a restaurant, shared that the act of dismantling the kiosk was an act of responsibility and love for heritage. Mr. Trinh Tien Dung, owner of a souvenir business, said that returning the green, clean and beautiful space to Huong Pagoda was a practical contribution to preserving cultural and historical values and building the image of a civilized and rich-in-identity homeland.
Vice Chairman of Huong Son Commune People's Committee Vuong Trong Dao affirmed that in the coming time, Huong Son Commune will continue to promote propaganda so that the remaining households voluntarily comply, completing the goal of landscape beautification, creating a new look to welcome the Huong Pagoda Spring Festival 2026.
