In her opening speech, Ms. Ha Thi Minh Duc, Deputy Director of the Department of International Cooperation ( Ministry of Home Affairs ) emphasized the significance of the Kuala Lumpur Declaration on “ASEAN 2045: Our Common Future”, signed by ASEAN Senior Leaders on May 26, 2025 in Malaysia.
Along with that, the ASEAN Community Vision 2045 and four strategic plans on politics -security, economics, culture-society and connectivity were officially approved. This is an important milestone, marking a new development journey of the ASEAN Community.
According to Ms. Ha Thi Minh Duc, the ASEAN Socio-Cultural Community plays a key role in building a people-centered, inclusive, sustainable and resilient community. Vietnam, together with its member countries, is proactively implementing the tasks in the Strategic Plan, while focusing on integrating national priorities into the region's common agenda.
Therefore, the Workshop is a timely and necessary forum for ministries, branches and agencies to exchange and contribute in-depth opinions on the implementation of the ASEAN Socio-Cultural Community Strategic Plan after 2025 in Vietnam.
At the workshop, delegates were introduced in detail to the content of the ASEAN Socio-Cultural Community Strategic Plan for the period 2026-2035. The document was developed on the basis of continuing the ASEAN Socio-Cultural Community Master Plan to 2025, aiming to build a self-reliant, integrated, adaptive, sustainable, creative, dynamic and people-centered ASEAN Community.
With a 10-year timeframe, the Plan outlines concrete approaches to enhance the region's response to challenges and deliver more tangible benefits to its people.
During the discussion on the implementation of ASEAN Vision 2045 in Vietnam, delegates shared information on the plan to develop a Master Plan to guide the development of an Action Program to implement the Vision and Strategic Plans according to four pillars: Politics - Security, Economy, Culture - Society and Connectivity.
The representative of the Ministry of Home Affairs provided more information on the process of developing the Project to implement the ASCC Strategic Plan after 2025 in Vietnam. The Project was built on the basis of the regional Strategic Plan and the results of the Final Assessment of the Project to implement the ASEAN Socio-Cultural Community goals by 2025.
This is also one of the priority contents to carry out the tasks set out in the Draft Master Plan of the Ministry of Foreign Affairs.
Many opinions believe that the development of the Project and Action Program to implement the ASEAN Vision 2045, especially the ASCC Strategic Plan, demonstrates Vietnam's proactive and responsible spirit in promoting regional priorities.
This is also an important basis for effectively responding to new global challenges, from the impact of the Fourth Industrial Revolution and the rise of artificial intelligence (AI), climate change, population aging...
The Projects and Programs, once approved, will be important documents, helping Vietnam shape regional cooperation goals and actions, ensuring that people benefit from economic development and are resilient to all shocks.
