Xuan Hoa commune was established on the basis of merging Xuan Hoa commune and Tan Duong commune (Bao Yen district, old Lao Cai province). After the merger, Xuan Hoa has many advantages and development motivations. The commune Party Committee continues to issue resolutions on developing key crops, including cinnamon, tea and banana, on that basis, building long-term development plans and plans suitable for the locality. The great advantage is that after a period of implementing Resolution 10 dated August 26, 2021 of the Standing Committee of Lao Cai Provincial Party Committee (old) on the Strategy for developing agricultural commodities in Lao Cai province to 2030, with a vision to 2050, Xuan Hoa has clearly defined key crops to build large-scale production areas. These are tea areas in the villages: Ban Nham, Ban Qua, Ban Lu, Ban Ho...; cinnamon areas in almost all villages, of which the villages: Ban Dao, Ban Vac, Ban Cuong 1... have large areas. In particular, in the past 4 years, banana trees have been planted in Xuan Hoa, mainly in Mo 1 and Mo 2 villages...

At this time, Xuan Hoa commune has 4,586 hectares of cinnamon, more than 125 hectares of tea and more than 70 hectares of banana. On average, each year, the total economic value of these three types of trees brings to Xuan Hoa nearly 30 billion VND, contributing to increasing the production value per hectare of cultivated land in 2025 to an estimated 100.33 million VND and increasing the forest coverage rate (especially cinnamon trees) in the commune to 61.75%. Not only that, developing cinnamon trees also helps Xuan Hoa form a homestay model to serve tourists to experience the stages of planting, caring for, harvesting cinnamon and processing cinnamon products.

Based on the reality of the new development stage, the Party Congress of Xuan Hoa commune for the 2025 - 2030 term determined to develop agricultural economy in the direction of commodity, sustainability, effectively exploiting the potential and advantages of each region in the commune. Focus on strongly developing key agricultural products that the commune has traditional strengths, especially cinnamon, bananas, and tea, contributing to increasing added value and creating jobs for local workers.


The three types of cinnamon, banana and tea trees are very suitable for the soil, climate and farming practices of local people, and have proven effective in practice. This is also the wish of Xuan Hoa farmers. Born from real life, we believe that the Resolution will be successfully implemented .

Xuan Hoa's determination of cinnamon, banana and tea as key crops not only aims to increase farmers' income, contributing to accelerating the economic growth rate of the commune in a sustainable direction, but also practically protects the ecological environment, creating conditions for farmers to access the consumer market. According to the development orientation, the commune increases cinnamon cultivation in the organic direction, exploits and processes according to international standards; promotes clean tea production, applies high technology in cultivation; develops tissue culture bananas. The commune will re-plan the cinnamon, tea and banana growing area, develop a plan to organize training courses, provide technical guidance in all stages such as breeding, planting, caring, harvesting, processing, promoting and consuming products... for farmers. The commune also encourages the establishment of cooperatives and cooperatives, aiming at the goal of production according to the value chain, striving to have 2 to 3 more OCOP products from now to 2030.
