These commitments were made at the Kunming-Montreal Global Biodiversity Framework (GBF), adopted by the 15th Conference of the Parties to the Convention on Biological Diversity (CBD COP15) in December 2022. The GBF sets out a number of important targets to urgently reverse the rapid global loss of biodiversity in recent decades.
In response to International Day for Biological Diversity 2023, the Ministry of Natural Resources and Environment has sent an official dispatch to ministries, branches, central organizations; People's Committees of provinces and cities on organizing activities in response to International Day for Biological Diversity 2023.
Accordingly, the Ministry of Natural Resources and Environment recommends that agencies, units and localities strengthen communication, education and raise awareness of biodiversity and the role of biodiversity in sustainable development; change behavior and promote a lifestyle in harmony with nature; do not hunt and use products originating from rare wildlife; fairly and reasonably share benefits obtained from nature; eradicate hunger, reduce poverty and improve sustainable livelihoods for the community.
Based on the actual situation, agencies, units and localities shall develop and implement the Action Plan on biodiversity to implement the National Strategy on biodiversity to 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 149/QD-TTg dated January 28, 2022; ensuring compliance with the framework and objectives of the Kunming-Montreal Global Biodiversity Framework.
The Ministry of Natural Resources and Environment also proposed to study and apply nature-based solutions, ecosystem-based approaches to protect, conserve, manage and sustainably use ecosystems to address climate change issues, contributing to biodiversity and human welfare benefits; strengthen biodiversity investigation, inventory and monitoring, create baseline information on the current status of biodiversity as a basis for decision-making on nature conservation and biodiversity; strictly control the impact of development projects on natural areas and biodiversity.
Agencies and units continue to strengthen activities to conserve wild and migratory birds in Vietnam in accordance with Directive No. 04/CT-TTg dated May 17, 2022 of the Prime Minister; at the same time, promote the implementation of programs and plans to restore degraded natural ecosystems such as mangroves, coral reefs, seagrass beds and other important wetlands to effectively implement the goals of the United Nations Decade on Natural Ecosystem Restoration.
The Ministry of Natural Resources and Environment believes that it is necessary to continue to consolidate and strengthen the natural heritage system through synchronous implementation of new regulations of the Law on Environmental Protection 2020 and Decree 08/2022/ND-CP dated January 10, 2022 of the Government, in which priority is given to strengthening capacity and resources for environmental management and protection of natural heritages, and guiding the establishment and recognition of natural heritages.
The Ministry of Natural Resources and Environment also requested agencies, units and localities to promote the application of science and technology and international cooperation to enhance capacity and infrastructure in accessing and connecting with ministries, branches and localities while ensuring fairness, comprehensiveness, efficiency and responsibility of the community in participating and making decisions related to biodiversity associated with indigenous culture in each locality.
In the near future, the Ministry of Natural Resources and Environment will organize a workshop on “Joint Action to Implement the Kunming-Montreal Global Biodiversity Framework” to share Vietnam’s efforts and call for proposals and initiatives to promote the conservation and implementation of the Framework. The celebration of International Biodiversity Day, organized by the Ministry of Natural Resources and Environment in coordination with the People’s Committee of Bac Kan province, will take place at Ba Be National Park.
