Mobilizing more than 324 billion VND to care for Agent Orange victims in 2025

Practically aiming to commemorate the 65th anniversary of the Agent Orange disaster in Vietnam, the Vietnam Association of Victims of Agent Orange/Dioxin determined to continue strengthening the organization, promoting the mobilization of domestic and foreign resources, caring for sustainable livelihoods for victims and persistently fighting for justice.

These are the key tasks set out at the third meeting of the Executive Committee of the 5th term, 2023-2028, which took place on December 9 in Hanoi .

Accordingly, 2026 is the 65th anniversary of the Agent Orange disaster in Vietnam (August 10, 1961 - August 10, 2026). The Vietnam Association of Victims of Agent Orange/Dioxin continues to thoroughly grasp and implement Directive No. 43-CT/TW, Decision No. 118-QD/TW of the Central Party Secretariat, Decree No. 126/2024/ND-CP, Decree No. 136/2024/ND-CP of the Government , and at the same time focus on building and perfecting the Association's organization in provinces, cities, communes and wards after the administrative unit arrangement, ensuring stable and orderly operations.

The Association has identified the following outstanding tasks: organizing the 5th Congress of Advanced Models for Agent Orange Victims, 2026-2030 period; continuing to support Ms. Tran To Nga's lawsuit with contents and forms suitable to the new situation; innovating and creating forms of resource mobilization, striving for the total mobilized resources in 2026 to increase by at least 10% compared to 2025, prioritizing support for sustainable livelihoods for victims.

At the same time, projects sponsored by domestic and international organizations and individuals will continue to be implemented in accordance with regulations, ensuring democracy, publicity and transparency. The Association also strengthens coordination to promptly resolve petitions and complaints related to the implementation of regimes and policies for resistance fighters infected with Agent Orange and their children; at the same time, it is recommended that a special social protection policy with higher benefits and care at social protection facilities be applied to the third generation (grandchildren) of resistance fighters infected with Agent Orange.

Regarding the results of activities in 2025, Lieutenant General Nguyen Huu Chinh, Chairman of the Vietnam Association of Victims of Agent Orange/Dioxin, said that the Association has focused on advising the Party and State to continue implementing Directive 43-CT/TW; stepping up propaganda and mobilizing domestic and foreign resources; combining care and support for victims with livelihood creation, while strengthening activities to fight for justice for Agent Orange victims, especially on the occasion of the 64th anniversary of the Agent Orange disaster.

With the motto "Solidarity - Affection - Responsibility - For Agent Orange victims", in 2025, the Association at all levels mobilized more than 324 billion VND from the social community; of which, it was used to support the construction and repair of 317 new houses with a cost of more than 17 billion VND; regularly caring for more than 2,200 victims at centers and communities, with a total cost of over 11 billion VND, contributing to improving life and helping victims gradually integrate into the community...

Foreign affairs and international advocacy continued to make important marks. On April 1, 2025, Lieutenant General Nguyen Huu Chinh, President of the Vietnam Association of Victims of Agent Orange/Dioxin, and Minister and Prime Minister of the Brussels Capital Region Rudi Vervoort signed the memorandum of understanding "Agreement in principle between the Vietnam Association of Victims of Agent Orange/Dioxin and the Aquitara Impact Fund 1 of the Kingdom of Belgium" under the witness of President Luong Cuong and King Philippe of the Kingdom of Belgium, opening up new cooperation opportunities in supporting health care and livelihoods for Agent Orange victims.

The tasks and solutions identified by the Vietnam Association of Victims of Agent Orange/Dioxin not only demonstrate political determination but also affirm a profound social responsibility in the journey to alleviate the pain of Agent Orange. With the support of the entire political system and the domestic and international community, the Association continues to be a reliable support for victims to overcome their circumstances and move towards a more stable and sustainable life.

On this occasion, the Vietnam Association of Victims of Agent Orange/Dioxin awarded the Emulation Flag "Leading Unit in the Emulation Movement" to 8 provincial and municipal associations; and awarded Certificates of Merit to 13 groups and 20 individuals with outstanding achievements in work in 2025.
