Delegates attending the conference gave their opinions on the General Planning Project for the construction of Dien Bien district center.

The planning of Dien Bien district town has an area of 1,911.43 hectares, including the entire administrative boundary of Thanh Xuong commune; the North borders Nam Thanh ward (Dien Bien Phu city); the South borders Thanh An commune (Dien Bien district); the East borders Pu Nhi commune (Dien Bien Dong district); the West borders Thanh Chan and Thanh Yen communes (Dien Bien district). The planning orientation of Dien Bien district town center is suitable for the new period, catching up with future development trends. Orientation to complete the criteria of type V urban areas in the period from 2025.

However, within the approved master plan, only the orientations for the political administrative center are gradually implemented according to the plan. The technical infrastructure and social infrastructure systems are invested in on a limited scale, mainly formed along some main roads and small residential clusters.

With the orientation of upgrading Pu Tiu district center and Thanh Xuong commune to a type V urban area in the short term, the General Plan approved in 2005 is no longer suitable (in terms of population size, land use scale, functional areas, urban development standards...) and has not promoted the potential and advantages of the area.

Therefore, the issues that need to be adjusted in the planning will focus on a number of contents: Expanding the planning scale to upgrade the district center, the entire Thanh Xuong commune, to a type V urban area. Strengthening the linking and sharing functions within the Dien Bien district town (the entire Thanh Xuong commune) with neighboring areas and central urban areas in Dien Bien province. Updating and adjusting projects in the area to suit the development reality. Adjusting and completing the urban infrastructure system, important functions in the previous planning, creating strong changes, creating land funds for new urban development, increasing the attraction of investment resources. Building the Dien Bien district town with infrastructure that meets the requirements of long-term and sustainable development, as the development nucleus in the urban system of Dien Bien province and the dynamic urban chain. Enhance the exploitation of advantages in resources, natural landscapes, natural conditions, and geographical location in socio -economic development. Upgrade urban quality, ecological landscape, and build Dien Bien district town with its own identity. Develop multi-functional urban spaces with high-quality services. Prioritize the development of commercial and tourism services, and increase land use value.

Some delegates gave their opinions on: Reviewing to adjust the scale and scope in detail, clarifying some related contents. Requesting the design consultant to coordinate with the Department of Natural Resources and Environment to clarify the adjustment of service and agricultural land; editing the project name... to complete and submit to the upcoming District People's Council meeting.
