
Specific targets by 2030 include: striving to have at least 65% of communes meet new rural standards (by 2026, striving to have 15% of communes meet new rural standards); of which 70% of communes in ethnic minority and mountainous areas meet new rural standards according to the National Criteria for the period 2026-2030; about 10% of communes meet modern new rural standards. At the same time, striving to have 60% of hamlets in particularly difficult communes in coastal and island areas recognized as meeting new rural standards according to the criteria prescribed by the Provincial People's Committee.
The plan consists of 02 groups of components, of which group 01 is about planning with 02 specific contents and group 02 is about developing rural economic and social infrastructure with 16 contents, covering the following areas: transportation, irrigation, disaster prevention, electricity system, culture - sports, education, health, rural trade, raw material infrastructure, digital infrastructure and telecommunications, broadcasting, clean water supply, environment, population arrangement, residential housing and management - operation - maintenance of works after investment. Each content has clearly defined objectives, targets and assigned presiding agencies, guiding implementation according to regulations.
The plan is an important basis for the province to synchronously implement the New Rural Development Program for the 2025-2030 period, helping to clearly identify the goals, targets and responsibilities of each agency, mobilize and effectively use resources, improve the quality of infrastructure and the lives of rural people, promote sustainable rural economic development, adapt to climate change and preserve local cultural identity./.
