The purpose of the Plan is to concretize and thoroughly grasp, effectively implement the tasks and solutions of Plan No. 295-KH/TU dated June 3, 2024 of the Provincial Party Standing Committee. Strengthen the leadership of the Party, the direction and administration of the government, the coordination of the Vietnam Fatherland Front and socio-political organizations, the active participation of the business community, and all the people to resolutely and effectively implement Conclusion No. 72-KL/TW dated February 23, 2024 of the Politburo . Raise awareness, responsibility and thinking of Party committees, Party organizations, authorities, and leaders in leading, directing, and organizing the implementation of investment in construction and development of a synchronous and modern infrastructure system in the province in accordance with reality and development trends.
According to the Plan, Party committees, Party organizations, and authorities at all levels in the province specify the goals, tasks, and solutions of Plan No. 295-KH/TU dated June 3, 2024 of the Provincial Party Committee Standing Committee in accordance with the characteristics and situation of the locality and unit and implement them practically, effectively, with focus and key points. Strengthen inspection and supervision work, periodically review, summarize, and report on implementation results according to regulations.
In terms of direction, focus on mobilizing all resources to invest in completing synchronous and modern economic -technical infrastructure in transportation, electricity, irrigation, urban areas, industrial parks, trade, information and communication, education and training, science and technology, health, culture, sports, tourism and climate change adaptation; ensure harmonious interests between the State, people and investors; allocate State capital to focus on investing in essential and important projects that are difficult to mobilize social resources.
The goal is to build a new infrastructure system to reorient the development space, redistribute population and labor in a harmonious and reasonable manner; form and develop dynamic economic axes in the province to increase connectivity with expressways, national highway networks, regional and national infrastructure. Complete synchronous technical infrastructure, gradually modernize and enhance the ability to respond to climate change. Rapidly develop digital infrastructure, digital government, digital economy and digital society to promptly and effectively serve state administrative agencies, provide public services to people and businesses.
Specific goals by 2030 are to develop an inter-regional transport network, connecting to industrial parks, clusters, and concentrated production areas; provincial roads are invested in upgrading to at least level IV standards. Develop a modern infrastructure system, synchronous with the infrastructure of the Mekong Delta region; complete key national infrastructure projects through the province according to the planning, regional linkage projects, linkage with Ho Chi Minh City and the provinces of the Southeast region. Continue to complete a synchronous and modern irrigation system, ensuring the requirements for diverse and sustainable agricultural production and proactively serving natural disaster prevention and adaptation to climate change. Build 110 km of new medium-voltage lines, renovate 158 km of medium-voltage lines compared to 2020. 100% of users access the Internet at speeds above 1 Gb/s. 55% - 60% of telecommunication cables in industrial parks, residential areas, urban areas, and old roads are underground. The urbanization rate is from 30% - 35%. There are 302/332 schools meeting national standards, accounting for 86%. The hospital bed ratio is 32 beds/10,000 people.
To achieve the above objectives, the Plan also sets out a number of tasks and solutions to focus on implementation, such as strengthening dissemination and propaganda in various forms, creating consensus and unity among all levels, sectors and people in organizing the implementation of Conclusion No. 72-KL/TW dated February 23, 2024 of the Politburo and Plan No. 295-KH/TU dated June 3, 2024 of the Provincial Party Standing Committee.
The Department of Information and Communications is responsible for coordinating with media agencies to propagate and disseminate information on Conclusion No. 72-KL/TW dated February 23, 2024 of the Politburo, Plan No. 295-KH/TU dated June 3, 2024 of the Provincial Party Standing Committee and the Plan of the Provincial People's Committee; strengthen the application of information technology and apply many diverse forms and methods of communication to create deep awareness of building a synchronous infrastructure to turn our country into an industrialized country in a modern direction.
Departments, branches, sectors, People's Committees of districts, towns and cities organize research and dissemination of the contents of Conclusion No. 72-KL/TW dated February 23, 2024 of the Politburo, Plan No. 295-KH/TU dated June 3, 2024 of the Provincial Party Standing Committee and the Plan of the Provincial People's Committee to all cadres, civil servants, public employees and workers, creating high consensus in awareness at all levels and sectors about the significance and role in building and developing a synchronous infrastructure system, ensuring the implementation of the goal of turning our country into an industrialized country in a modern direction.
Continue to effectively implement the Party's guidelines and the State's policies and laws on developing a synchronous and modern infrastructure system; mobilize resources to develop the infrastructure system according to the set goals and directions.
Departments, branches, sectors, People's Committees of districts, towns and cities continue to focus on implementing Program No. 14-CTr/TU, dated December 10, 2021 of the Provincial Party Committee on investment in developing technical infrastructure in Vinh Long province for the period 2021 - 2025, associated with the implementation of the Vinh Long Provincial Planning for the period 2021 - 2030, with a vision to 2050; Resolution No. 07-NQ/TU, dated November 16, 2022 of the Provincial Party Committee on digital transformation of Vinh Long province to 2025 and a vision to 2030. Effectively implement the orientation of infrastructure development, develop important sectors, strengthen intra-provincial and inter-regional connectivity, form new development driving axes, economic corridors, key urban, industrial and tourism areas in the province; Infrastructure development associated with new rural construction, natural disaster prevention, climate change adaptation, rational and effective use of land, water and other resources. Promote the mobilization of social resources for investment in developing the infrastructure system in the area.
Department of Planning and Investment: Prioritize the allocation of state budget capital for important projects and works, promoting rapid and sustainable economic development; projects connecting and developing infrastructure of industrial parks and clusters; projects with regional linkages and connecting to highways across the province. Reasonable mobilization of ODA capital, preferential loans, associated with improving efficiency of use and in accordance with the re-borrowing capacity of local budgets to increase resources and rapidly develop the infrastructure system.
The Department of Natural Resources and Environment shall preside over and coordinate with relevant departments, branches and People's Committees of districts, towns and cities to review and advise the Provincial People's Committee to allocate land use quotas to the district level, ensuring the principles and criteria for allocating land use quotas according to regulations; coordinate with relevant departments, branches and People's Committees of districts, towns and cities to manage and use effectively, economically and sustainably land, water and mineral resources in association with environmental protection; Advise the Provincial People's Committee to grant licenses for river sand mining in the province.
The Department of Construction presides over and advises on the effective implementation of the Urban Development Program of Vinh Long Province to 2030 and the Housing Development Program of Vinh Long Province to 2025, with a vision to 2035. Implement water supply targets according to the Resolution of the People's Council. In the work of appraising construction planning and project appraisal, ensure the synchronization of the technical infrastructure system according to the approved planning and relevant regulations.
The Department of Transport shall preside over and coordinate with relevant departments and units to develop an inter-regional transport network, connecting to industrial parks, clusters, and concentrated production areas; provincial roads shall be invested in and upgraded to at least grade III standards; bus stations, parking lots, rest stops, and inland waterway infrastructure shall be developed. A modern infrastructure system shall be developed in sync with the infrastructure of the Mekong Delta; and key national infrastructure projects shall be completed through the province according to the planning, regional linkage projects, and linkages with Ho Chi Minh City and the provinces of the Southeast region.
The Department of Agriculture and Rural Development shall take the lead in coordinating with relevant units to implement the goal of building agricultural and irrigation infrastructure; continue to perfect the synchronous and modern irrigation system, ensuring the requirements for diverse and sustainable agricultural production and proactively serving natural disaster prevention and adaptation to climate change; research and apply new, advanced and smart technologies in operating the irrigation system.
The Department of Industry and Trade shall preside over and coordinate with relevant units to implement the goal of building power transmission lines in this plan. Advise on the implementation of investment in power source projects according to the Plan for implementing the National Power Development Plan for the period 2021-2030. Continue to advise on investment in building transmission and distribution grid infrastructure to ensure synchronization, advancement and modernity; coordinate to strengthen the work of calling for investment in industrial clusters, and complete the infrastructure of industrial clusters with investors.
The Department of Health shall take the lead in coordinating with relevant units to implement the target of hospital bed ratio per 10,000 people in this plan; advise on the development of primary health care and human resources; focus on receiving and transferring new medical techniques and specialized medical techniques between health care levels, and providing high-quality medical services. Advise on promoting socialization and encouraging the development of private medical examination and treatment facilities.
The Department of Education and Training shall preside over and coordinate with relevant units to implement the goal of developing educational infrastructure, striving to have 302/332 schools meeting national standards in this plan by 2030; advise on completing school facilities, promoting socialization in the field of education and training; advise on investment in building additional standard classrooms; sufficient number of rooms for studying, subject classrooms; schools have enough toilets and clean water meeting standards.
The Department of Culture, Sports and Tourism advises on the implementation of tourism development projects in the province; advises on the construction of synchronous and safe tourism infrastructure connecting tourist areas and tourist attractions; technical facilities and services to meet the accommodation, dining and other needs of tourists.
The Department of Finance shall coordinate with the agencies and units assigned to appraise the price plan to advise the Provincial People's Committee to promulgate the price of services for renting shared technical infrastructure works invested from the state budget; coordinate with the agencies and units assigned to preside in the Appendix attached to the Plan for management and use of public assets related to the development of the infrastructure system.
The Provincial Industrial Parks Management Board advises the Provincial People's Committee to promote investment attraction to develop infrastructure of industrial parks; manage and attract domestic and foreign investors to invest in projects in industrial parks in the province.
Review and propose the Central Government to amend and supplement mechanisms and policies for infrastructure development: Departments, branches, sectors, People's Committees of districts, towns and cities regularly review and propose the Central Government and competent authorities to amend and supplement the promulgation of policies, laws, specific and pilot mechanisms related to the development of infrastructure systems suitable to the characteristics and resources of the province and the Mekong Delta region, especially policies and laws on public investment, investment under the public-private partnership method; development of transport and irrigation infrastructure associated with climate change, biodiversity conservation, traditional craft villages and ecotourism; digital infrastructure, digital economy, digital society...
Improve the effectiveness and efficiency of state management, speed up investment progress. Departments, People's Committees of districts, towns and cities focus on improving the effectiveness and efficiency of state management, studying decentralization and delegation of power to the district level in conjunction with resources and capacity for implementation. Enhance the responsibility of Party committees, authorities and leaders for the organization and implementation of projects. Review and build a database on socio-economics, natural resources and environment of the province to ensure consistency and connection with the database system of the region and the country; create consistency and connection between investment procedures and procedures on land, construction, bidding and environment. Improve the investment and business environment, create conditions for the non-state economic sector to access resources and participate in the implementation of infrastructure projects in the province. Speed up the progress of compensation, site clearance and construction of project works.
The Department of Information and Communications completes the provincial Smart City Monitoring and Operation Center and develops digital infrastructure on a synchronous and modern information technology platform; a shared database system, ensuring safe technical infrastructure and information security to serve the development of e-government according to the provincial e-Government architecture framework and the ICT architecture for smart urban development in Vinh Long province. Deploy passive telecommunications infrastructure planning; renovate the telecommunications cable network; and bury telecommunications cable systems in urban areas.
Department of Planning and Investment: focus on developing a medium-term public investment plan with a focus, key points, not spread out, closely following the ability to balance capital sources, in accordance with planning, closely linking and coordinating between the central government and localities and between localities in developing the infrastructure system. Urge investors to focus on implementing the medium-term and annual public investment plan. Advise on reviewing and adjusting public investment capital plans of projects with slow disbursement or no longer in need of capital to projects with good disbursement progress, in need of additional capital to speed up implementation progress. Strictly implement policies and laws on planning, investment, construction, mobilization and use of land resources; be resolute and flexible in implementing procedures on adjusting planning, land, construction... to speed up site clearance and construction of works and projects.
The Department of Natural Resources and Environment continues to complete the construction of a database, update and correct changes in land records; investigate and evaluate land according to regulations to serve the requirements of effective land management and use. Coordinate with relevant units to remove difficulties and obstacles in the land sector, especially land allocation, land lease, compensation, support, and site clearance for key projects in the province; strengthen inspection and examination of land management and use, promptly detect and thoroughly handle violations, disputes, and land encroachment.
The Department of Home Affairs coordinates with provincial departments, branches, sectors and relevant units to advise on the effective implementation of the overall program of state administrative reform for the period 2021 - 2030 in Vinh Long province; deploy the emulation movement "Promoting the development of modern, synchronous infrastructure; practicing thrift, fighting waste".
Focus on investing in infrastructure systems, promptly putting into use urgent and key projects in the province. Departments, branches, sectors, People's Committees of districts, towns and cities focus on investing and promptly putting into use urgent infrastructure projects associated with natural disaster prevention, landslides, saltwater intrusion, and climate change adaptation, especially large-scale projects using support capital from the central budget; infrastructure development projects associated with urban embellishment; traffic infrastructure projects, ring roads; centralized solid waste treatment plants with synchronous and modern technology. Rapidly develop tourism infrastructure; invest in synchronous and modern new rural infrastructure, ensuring rural - urban connectivity. Developing infrastructure for healthcare, education, culture, physical education, sports, information and communication... to ensure social security, meet health care needs, improve people's knowledge, human resource quality, and enhance people's enjoyment from urban to rural areas.
Departments, branches, sectors, People's Committees of districts, towns and cities focus on implementing the tasks, work contents and appendices of this Plan, concretizing them into tasks of the annual plan, clearly defining the objectives, tasks, presiding and coordinating units, time schedule, regularly checking and urging the implementation; reporting the implementation situation and results to the Department of Planning and Investment for general synthesis.
