
Resolution No. 248/2025/QH15 of the National Assembly on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development (the Resolution) promptly institutionalizes the resolutions, guidelines, and policies of the Party, especially Resolution No. 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training development, contributing to the completion of the legal framework, promulgating breakthrough and specific policies to address obstacles and shortcomings, and strengthening decentralization, decentralization, and administrative procedure reform in state management of education.
To ensure the synchronized, unified, timely, and effective implementation of the Resolution, the Prime Minister issued a Plan for the implementation of the Resolution with the aim of specifically, fully, and comprehensively defining the tasks, duties, and responsibilities of relevant agencies, organizations, and units in organizing the implementation of the Resolution, ensuring timeliness, uniformity, and effectiveness, and avoiding waste of resources.
Assigning tasks to lead and coordinating agencies in implementing the Resolution based on the "six clear principles: clear person, clear task, clear authority, clear responsibility, clear time, clear results".
Raising awareness and responsibility among ministries, departments, localities, organizations, and individuals involved in implementing the Resolution, creating unity in understanding and action, and contributing to bringing the new points, spirit, and objectives of the Resolution into life and achieving effectiveness in practice.
Organize the dissemination, communication, and popularization of the Resolution and detailed regulations.
According to the Plan, the Ministry of Education and Training will preside over and coordinate with ministries, ministerial-level agencies, government agencies, the Central Committee of the Vietnam Fatherland Front, People's Committees of provinces and centrally-administered cities, and relevant agencies and organizations to organize conferences and seminars to disseminate, communicate, and popularize the Resolution and detailed regulations and guidelines for its implementation. The implementation period is 2026.
The Ministry of Education and Training shall preside over and coordinate with ministries, ministerial-level agencies, People's Councils, People's Committees of provinces and centrally-administered cities, and relevant agencies and organizations to develop Government Decrees, Prime Minister's Decisions, and Circulars of the Minister of Education and Training detailing the Resolution.
Drafting detailed regulations for the Resolution
The Ministry of Education and Training will take the lead in drafting the detailed regulations for the Resolution. Simultaneously, it will lead and coordinate with the Ministry of Justice and other relevant agencies and organizations to review existing documents for amendment, supplementation, replacement, or repeal according to a schedule, no later than June 20, 2026.
Ministries, ministerial-level agencies, People's Councils, and People's Committees at all levels shall preside over and coordinate with the Ministry of Education and Training, the Ministry of Justice, and relevant agencies and organizations to send a list of documents requiring amendment, supplementation, replacement, repeal, or new issuance to the Ministry of Education and Training in February 2026 for monitoring.
Training and professional development
The Ministry of Education and Training, in coordination with the Ministry of Justice and other relevant agencies and organizations, will organize conferences, training courses, and professional development programs on the contents of the Resolution. Implementation period: 2026 and subsequent years.
The Minister of Education and Training assists the Government and the Prime Minister in guiding, monitoring, inspecting, and urging ministries, ministerial-level agencies, People's Committees of provinces and centrally-administered cities, and other relevant agencies in implementing the tasks outlined in the Plan according to schedule and reporting the results of the Plan's implementation to the Government and the Prime Minister.
The Minister of Agriculture and Environment is responsible for coordinating with the Minister of Education and Training in issuing new regulations on the procedures for changing land use purposes, allocating land, and leasing land in a simplified manner for medium-term public investment projects in the field of education and training, as decided by the Provincial People's Council.
The Minister of Public Security and the Minister of National Defense are responsible for reviewing and implementing, within their authority, or advising competent agencies and individuals to amend, supplement, or issue new regulations to conform with the provisions of the Resolution related to the armed forces.
