YouTube channel angered public opinion when posting a video titled "view baiting" about the tragedy in Lang Nu village
Recently, social networks have been spreading images of an animated video titled "Retribution in Lang Nu Lao Cai ", about 42 minutes and 15 seconds long. It is worth mentioning that the content of this video is completely unrelated to Lang Nu village, but tells the story of a tiger returning to the village to destroy and harass the people.
However, the way the video is titled makes many people think of Lang Nu (Phuc Khanh commune, Bao Yen district, Lao Cai province), a place that is heavily affected by natural disasters. In the comment section, the owner of this YouTube channel also left a message: "Have you seen the python-eating retribution case in Lang Nu?". This makes the public extremely indignant at the YouTube channel taking advantage of people's pain to create sensational headlines to attract attention and views regardless.
Many people have "reported" this YouTube channel for violating community standards. In addition, there are many opinions suggesting that authorities intervene to handle YouTube channels containing "dirty" content, taking advantage of the pain of people suffering from storm No. 3 (super typhoon Yagi ) to attract attention. According to research, this video originated from the YouTube channel Little Lessons with more than 324,000 subscribers. This video has now been deleted (or hidden) by the channel owner and cannot be found until now.

Speaking to us, lawyer Ha Hai (Ho Chi Minh City Bar Association) said that when creating titles, YouTube channels must comply with legal regulations, not defame, insult, humiliate others, and not violate public morality. Regarding the person who posted the video titled "Retribution of Lao Cai Nu Village", the lawyer said that this is an offensive act, creating confusion among the public.
"While all three regions of the country are focusing resources to overcome the consequences of natural disasters, the YouTube channel owner posting a video with such a title is offensive, contrary to the wishes of the majority, creating confusion, division and showing signs of superstition. The authorities need to invite the YouTube channel owner to work, clearly determine the motives and awareness of the person who posted this video. On that basis, depending on the nature and level of the violation, the authorities can handle the administrative violation," said lawyer Ha Hai.
Meanwhile, lawyer Truong Van Tuan (Ho Chi Minh City Bar Association) said that the behavior of the YouTube channel owner above is considered to have signs of violating the law. This lawyer commented: "The channel owner posting a video titled "Qua ban Lang Nu Lao Cai" can be considered an act of posting fabricated information, distorting the truth about "Lang Nu" to attract likes and views. This is considered a violation of the law and can be subject to administrative sanctions, depending on the nature and severity of the violation."
Lawyer Truong Van Tuan analyzed that, based on the provisions of Article 101 of Decree 15/2020/ND-CP, amended by Clause 37, Article 1 of Decree 14/2022/ND-CP, those who provide or share fake information, false information, distorted information, or provide or share fabricated information, causing confusion among the people may be fined from 5 million VND to 10 million VND (for individuals) and from 10 million VND to 20 million VND (for organizations). In addition, those who commit the act are also required to remove fabricated information that violates the law according to the provisions of Clause 3, Article 101 of Decree 15/2020/ND-CP, amended by Clause 37, Article 1 of Decree 14/2022/ND-CP.
