1) Implementing the monitoring of the Capital City Law: clear tasks – clear responsibilities.
- In accordance with Plan No. 44/KH-UBND (February 18, 2025) of the Hanoi People's Committee, the Department issued Plan No. 22/KH-SDL (February 21, 2025) to monitor the implementation of the Capital City Law, assigning specific responsibilities and coordination mechanisms.
- The Department has issued documents to publicize and implement the Law on the Capital City to businesses, organizations, and individuals involved in tourism ; and also communicated draft policies that are expected to be issued.
2) Administrative reform and digital transformation: "using data to serve" as a benchmark.
Digital transformation in internal management
- 100% of officials and civil servants use specialized digital signature authentication .
- 100% of the work files at the Department are processed online (except for files classified as state secrets).
Online public services
- The percentage of eligible administrative procedures that can be provided as full-process online public services has reached 70% (18 out of 26 procedures) .
- 100% of administrative procedures are processed entirely online .
Review and simplify processes.
- Implement administrative procedure reductions and simplifications; restructure internal processes, focusing on procedures with high frequency of occurrence.
3) Disseminating legal information: large scale – targeted audience
- The content of the Capital City Law is integrated into agency meetings, professional activities, and conferences/training sessions for tour guides, travel businesses, accommodation establishments, etc., to reduce errors when carrying out procedures.
- From 2017 to the present , the Department has chaired 132 training/refresher conferences and disseminated tourism law to nearly 20,000 participants.
- To standardize tourism statistics reporting in accordance with regulations, the Department has issued 1,797 tourism statistics reporting accounts to travel businesses in the area.
4) Results of monitoring the implementation of the Capital City Law: good compliance, no violations have occurred.

- The number of violations recorded is 0 ; tourism organizations and individuals strictly comply with the provisions of the Capital City Law and guiding documents.
- Information, feedback/suggestions related to the implementation of the Capital City Law: not yet received .
5) Some figures on the development of high-quality tourism (as a basis for policy planning)
- During the period 2016–2023 , the City decided on investment policies/adjustments/investment certificates for 75 high-end accommodation and hotel projects (3–5 stars) with 16,778 rooms.
- By the end of 2023 , 26 high-end hotels/tourist apartments with 4,748 rooms had been completed and put into operation.
- As of February 2024 , Hanoi had 54 4-5 star hotel/apartment establishments with a total of 11,971 rooms.
