End of the 7th working week: The National Assembly focuses on legislative and supervisory work

At the end of the 7th working week (from December 1 to 5) of the 10th Session, the National Assembly focused on legislation, supervision and decision-making on important national issues.

National Assembly delegates highly agree on merging 3 target programs

Last week, the National Assembly passed four draft laws, namely the Law on State of Emergency, the Law on Judicial Expertise (amended), the Law on Enforcement of Civil Judgments (amended), and the Law on Amendments and Supplements to a Number of Articles of the Law on Judicial Records, which contributed to improving the quality of judicial activities, thoroughly resolving problems, and ensuring the strictness and effectiveness of law enforcement.

Also during the week, the National Assembly considered the Investment Policy for the National Target Program (NTP) on health care, population and development for the 2026-2035 period and the Investment Policy for the NTP on modernization and improvement of education and training quality for the 2026-2035 period. At the same time, it discussed the Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health. The National Assembly also gave opinions on the Investment Policy for the NTP on new rural areas, sustainable poverty reduction, and socio -economic development of ethnic minority and mountainous areas (DTTS&MN) by 2035, an integrated program from 3 NTPs.

One of the important highlights of the week is that the National Assembly considers the Investment Policy of 3 National Target Programs: National Target Program on new rural areas, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas until 2035; National Target Program on health care, population and development for the period 2026 - 2035 and Investment Policy of the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035. At the same time, the National Assembly Resolution on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health will be discussed. These are all key contents that attract great attention from National Assembly deputies and voters.

The consolidation of the three National Target Programs on new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas is considered an institutional breakthrough, helping to overcome the situation of resource dispersion and overlap. The majority of delegates expressed deep concern about the capital structure, especially the counterpart burden on the shoulders of poor provinces. Of the total State support capital of 500,000 billion VND, the central budget only accounts for 20% (100,000 billion VND), while the local budget has to bear up to 80% (400,000 billion VND). This ratio is considered not to demonstrate the "leading" role of the central government.

Delegates emphasized that the Program needs to focus, avoid spreading, build clear and feasible tasks, and ensure no duplication to manage consistently and remove existing difficulties. The increased decentralization and delegation of power to localities is expected to improve efficiency, aiming at the ultimate goal of "a prosperous and happy life for the people, especially in ethnic minority and mountainous areas".

Regarding the two National Target Programs on Health and Education, the discussion sessions focused on capital allocation, management mechanisms and ensuring equitable access to services among regions. Many National Assembly deputies raised concerns about capital and socialization. The requirement for counterpart capital or socialization rates could create financial burdens, especially for poor localities and remote areas due to lack of business potential. This could lead to increased indirect costs for people, affecting the principle of fairness. Deputies recommended that it is necessary to clearly define management authority between the Central and local levels, but to tighten implementation and supervision to avoid the situation of "handing over and then letting go", while ensuring consistency in capital use.

Regarding the National Target Program on health care, population and development for the period 2026 - 2035, delegates emphasized the need to create a shift in thinking, prioritizing disease prevention, improving population quality and adapting to climate change, instead of focusing only on treatment. Meanwhile, to promote educational development, the core thing that delegates want the drafting agency to aim for is to clarify the goals, ensure feasibility and sustainability, especially ensuring fairness for students in disadvantaged areas (through tuition exemption and reduction policies, support for learners) and improve training quality. This needs to be clearly demonstrated in the National Target Program on modernization and improving the quality of education and training for the period 2026 - 2035 this time.

An important highlight last week was that National Assembly deputies discussed the 2021-2026 term work reports of the President, the Government, the Supreme People's Court, the Supreme People's Procuracy, as well as the draft 15th term work report of the National Assembly and its agencies. In particular, the 15th National Assembly term work report was enthusiastically discussed at the 10th Session, affirming comprehensive and outstanding achievements. The 15th term is considered a dynamic, flexible term, adapting promptly to the changing context, from the unprecedented COVID-19 pandemic to the requirements of institutional reform and economic recovery.

It is expected that 42 Laws and 18 Resolutions will be passed in the last working week of the National Assembly.

During the last working week of the 10th Session (from December 8 to 11), it is expected that 42 Laws and 18 Resolutions and Investment Policies will be voted on and passed, completing a huge legislative volume.

The National Assembly will focus on discussing and giving opinions on a series of important draft laws, draft resolutions and investment policies. The National Assembly will consider specific mechanisms and policies for Hanoi, Ho Chi Minh City (amending Resolution 98) and Da Nang (amending Resolution 136); specific mechanisms for the North-South high-speed railway, investment policies for Gia Binh International Airport, Vinh - Thanh Thuy Expressway and adjustments to the investment policy for Long Thanh International Airport.

The National Assembly gave opinions on the second round of state budget supplements (foreign non-refundable capital) in 2025; Mechanisms and policies for national energy development in the 2026-2030 period; Adjusting the economic expenditure estimates of the Ministry of Construction to overcome the consequences of natural disasters on roads. Amending Resolution 170/2024/QH15 to remove difficulties and obstacles for projects and land in Ho Chi Minh City, Da Nang and Khanh Hoa according to the inspection and examination conclusions; Handling the Phuong Nam Pulp Mill Project.

The National Assembly will also discuss in the hall the 2025 work reports of the Judiciary (Supreme People's Court, Supreme People's Procuracy), crime prevention and control, execution of judgments, and anti-corruption. Discuss the results of monitoring the settlement of voters' petitions and the results of receiving citizens, handling complaints and denunciations in 2025; the draft Law on amending and supplementing a number of articles of the Law on Value Added Tax.

Notably, in the last working week, the National Assembly will vote to pass a series of pivotal Laws and Resolutions covering most important areas of socio-economic life and national defense and security, creating a solid legal corridor for the country's development.

The group of laws related to tax and finance expected to be passed include: Law on Tax Administration (amended), Law on Personal Income Tax (amended), Law on Savings and Anti-Waste, Law on Investment (amended), along with amended laws on Prices, Public Debt Management, Deposit Insurance, Insurance Business, Value Added Tax and Law on Bankruptcy (amended); Resolution of the National Assembly on mechanisms and policies for national energy development in the period 2026 - 2030...

The group of laws on construction, planning, land and traffic includes: Law on Planning (amended), Law on Construction (amended), Law on Civil Aviation of Vietnam (amended), along with the Law on amending and supplementing a number of articles on Urban and Rural Planning... Adjusting the National Master Plan, removing difficulties and obstacles in implementing the Land Law, and investment policies for major projects such as Gia Binh International Airport, Vinh - Thanh Thuy Expressway and adjusting the Long Thanh International Airport project.

The Law on Digital Transformation, Law on Artificial Intelligence, Law on High Technology (amended) and laws amending and supplementing a number of articles of the Law on Technology Transfer and Intellectual Property... will contribute to realizing the national strategy on digital transformation, high technology, artificial intelligence and technology transfer.

Laws to strengthen national security, social order and safety, and state secrets, such as the Law on Cyber ​​Security, the Law on Protection of State Secrets (amended), and amended and supplemented laws related to the National Defense Industry, Security and Industrial Mobilization, and Drug Prevention and Control (amended), will also be passed next week.

Completing the judicial system, organizing state power, public service, anti-corruption, it is expected that the Law on Supervisory Activities of the National Assembly and People's Councils (amended), the Law on Public Employees (amended), the amended laws on Execution of Criminal Judgments, Citizen Reception, Complaints, Denunciations, Anti-corruption and the Law on Specialized Courts at the International Financial Center, the Resolutions on Summarizing the work of the 2021-2026 term of high-level state agencies will also be passed.

Draft Laws and Resolutions on education and training such as: Law on Vocational Education (amended), Law on Higher Education (amended), Law on amending and supplementing a number of articles of the Law on Education; Resolutions of the National Assembly on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development; Resolution on investment policy for the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035.

Laws and Resolutions address urgent issues on population, disease prevention, environmental protection, minerals and socio-economic development in ethnic minority areas such as: Population Law, Disease Prevention Law, along with amended and supplemented laws in the fields of agriculture, environment, geology and minerals. Important Resolutions on breakthrough mechanisms and policies for people's health care and improvement and approval of investment policies for national target programs on health, new rural areas, sustainable poverty reduction and development of ethnic minority areas for the period 2026 - 2035.

Resolutions to address development issues for major economic centers: Specific mechanisms and policies for the Capital and amendments and supplements to resolutions on specific mechanisms and policies for the development of Ho Chi Minh City and Da Nang City, along with removing difficulties and obstacles for backlogged projects in Ho Chi Minh City, Da Nang and Khanh Hoa.

The 10th session of the 15th National Assembly is expected to close on the afternoon of December 11, ending 8 weeks of continuous work (no mid-term break) with 42 days of high concentration.
