The railway line through the Central region is expected to open this morning (November 26).
After nearly 10 days of being isolated and paralyzed due to historic floods causing serious landslides, the railway industry has been racing against time, mobilizing maximum forces and means to overcome the situation. Nghia Binh Railway Joint Stock Company mobilized nearly 800 workers to stay at the site, working through the night in bad weather conditions. Railway leaders were directly present at the Hao Son - Phu Hiep section, an area with serious landslides, the roadbed was washed away and the road centerline was shifted by up to 4m to direct the recovery work.
It is expected that early this morning (November 26), the North-South railway will officially open the section through the Central region. However, the damage caused by heavy rain and floods in the Dieu Tri - Nha Trang section is so severe that it may continue to affect the schedule of passenger and freight trains.
On national highways in Lam Dong , from 1 p.m. yesterday (November 25), Prenn Pass was officially allowed to allow people and vehicles to pass again, except for trucks which will continue to be restricted to ensure safety during the construction period to fix the problem.
Lam Dong Department of Construction recommends that due to the complicated situation of rain and storms in the area, while construction units continue to repair the route; therefore, people should limit traffic through the pass at night or when it is foggy, and drive slowly, comply with the sign system, traffic diversion plans and instructions of the authorities to avoid unfortunate incidents.
Goods are received through government agencies, the Fatherland Front, and the Red Cross at all levels. The Corporation prioritizes loading relief goods onto luggage cars following the Thong Nhat passenger train and express freight trains running North - South. Trains departing from Hanoi , Giap Bat, Saigon, Song Than stations... bring goods to the nearest station with trains running, creating favorable conditions for local reception and distribution. This transportation activity takes place continuously, even when the railway line is cut off, many trains have to stop running or transfer.
Also related to National Highway 20, the Minister of Construction yesterday signed a decision to declare a natural disaster emergency to repair damage on the Mimosa Pass road under the project to renovate and upgrade the section through Mimosa Pass and some works on National Highway 20 in Lam Dong province.
The Ministry of Construction assigned the Department of Economics - Construction Investment Management to review and determine the specific extent of damage to road works caused by natural disasters, repair solutions and issue an order to build emergency works to overcome the consequences of natural disasters; coordinate to consider and arrange capital sources for implementation.
In Khanh Hoa, on November 24, Road Management Area III (QLDB, under the Road Administration) coordinated with the Department of Construction to survey and evaluate all landslides on National Highway 27C, including Khanh Le Pass, which suffered serious landslides.
At locations with large volumes of rock, the parties agreed to use controlled blasting with the support of Military Region 5 to speed up the clearance process. Highway QLDB III requires Highway QLDB units, maintenance contractors, and BOT companies to be on duty 24/7, ready to respond to new situations, and to urgently reinforce temporarily, handle road surface erosion, and protect infrastructure. The goal is to open the road to traffic before December 1.
Dong Nai sent a working group of more than 250 people to support Dak Lak.
Regarding the work of supporting people in flooded areas, on the morning of November 25, the People's Committee of Dong Nai province held a ceremony to launch a working group to strengthen support for people in Dak Lak province to overcome the consequences of natural disasters.
The working group of more than 250 people was mobilized from the Department of Health, the Provincial Fatherland Front Committee, the Provincial Police, the Provincial Military Command, the Provincial Youth Union, the Red Cross, the Department of Culture, Sports and Tourism, the People's Committee of Tran Bien Ward, along with a team of doctors, nurses and youth volunteers. The group was divided into 5 professional groups, including 3 medical examination - consultation - medicine distribution groups, 1 preventive medicine group for disinfection and environmental sanitation, and 1 logistics support group. The group brought 10,000 essential medicine bags, 2,000 treatment doses, 2,000 gifts and 600 million VND to support people in flooded areas.
The force will be present in heavily damaged communes such as Hoa My, Tay Hoa, Xuan Thanh, An Thach, An Ninh Dong, An Ninh Tay and Hoa Thinh from November 25 to 30, 2025. Here, the delegation will carry out medical examination and treatment, medicine distribution, health consultation; general environmental cleaning, dredging of mud and soil; spraying disinfectants at schools and residential areas; supporting house repairs, transporting goods and taking care of severely damaged households.

In his speech assigning tasks, the provincial leaders required the force to strictly comply with professional procedures, promote the highest sense of responsibility; focus on caring for, examining, providing medicine, and consulting on health for the people. The members promoted the spirit of solidarity, mutual support, ensuring discipline and order throughout the task implementation process; promoted the spirit of initiative, creativity, and flexibility in organizing activities to support the people; sent to the people a message of trust and optimism, always having the whole country and Dong Nai by their side, ready to share, together overcome difficulties, soon stabilize life, and restore production.
In Hanoi, carrying out the task of directly supporting Gia Lai province to overcome the consequences of floods, Hanoi has proactively and urgently taken action with high responsibility in the spirit of "Hanoi's affection", "Hanoi for the whole country, with the whole country". On November 21, Hanoi deployed emergency aid to Gia Lai province of 50 billion VND to promptly support the people affected by the damage.
Based on the agreement between the two localities, Hanoi decided to continue supporting Gia Lai province with 200 billion VND to build resettlement areas and repair traffic infrastructure damaged by storms and floods. The Hanoi Party Committee assigned the City People's Committee to closely coordinate with Gia Lai to provide timely support, ensuring the fastest implementation of the project; helping affected people quickly restore production and stabilize their lives.
Along with that, Hanoi also allocated 10 billion VND from the City Relief Fund to the Central Committee of the Vietnam Fatherland Front. On November 24, the Hanoi Party Committee continued to award 30 billion VND to support Dak Lak, Lam Dong, and Khanh Hoa provinces (10 billion VND for each province).
The Chairman of the People's Committee of Dak Lak province has just signed a decision to award a Certificate of Merit to Mr. Tran Cong Thanh (born in 1975, residing in Phu Huu village, Hoa Thinh commune) for his outstanding achievements and bravery in rescuing people during the recent flood.
On the evening of November 19, the flood in Phu Huu village rose very quickly, many households were surrounded by water, climbing onto their roofs to call for help. Mr. Thanh used a small boat to overcome the rapids, sneaking to households to rescue people to a solid 2-story house in the village. From the evening of November 19 to the early morning of November 20, despite the fierce flood, Mr. Thanh rowed the boat alone all night, rescuing more than 40 people before the boat was submerged by the flood.
