In his opening speech, Director of the Diplomatic Academy Nguyen Hung Son said that the course program is designed to provide a comprehensive perspective on Vietnam's foreign affairs, economic development and cultural heritage.
Participants will attend lectures and discussions led by former Vietnamese Ambassadors, lecturers and experts. The content will cover a wide range of topics, from negotiation skills, diplomatic protocol to public diplomacy and international cooperation.
In addition, the Diplomatic Academy will arrange many field trips and visits to Vietnamese government agencies and businesses, to help the Palestinian delegation have the opportunity to explore the history, culture and economic development of Vietnam through field trips.
According to the Director of the Diplomatic Academy, Vietnam and Palestine share a history of fighting for independence, dignity and national development. The people of both countries understand the value of solidarity and mutual support. Therefore, this program is not only a training course, but also a bridge of friendship, an opportunity to learn from each other, enhance understanding and strengthen relations between the two countries.

Palestinian Ambassador to Vietnam Saadi Salama emphasized that the Palestinian people always value education as the foundation to preserve identity, strengthen self-reliance and shape the future even in the most difficult circumstances.
According to the Palestinian Ambassador, for more than eight decades, the Vietnamese diplomatic sector has become a model of resilience, bravery and Vietnamese intelligence. Accordingly, the Diplomatic Academy has played a central role in training many generations of diplomats, harmoniously combining patriotism with professionalism, bravery with flexibility, national interests with international responsibility.
Mr. Saadi Salama affirmed: “The achievements of Vietnamese diplomacy over the past 80 years are not only historical successes but also vivid proof of the strength of strategic vision, solidarity and skillful diplomacy in protecting sovereignty while promoting peace and cooperation.”

Japanese Ambassador to Vietnam Ito Naoki said that Japan launched the Conference on Cooperation among East Asian Countries for the Development of Palestine (CEAPAD) in 2013 as a regional cooperation framework to support efforts to build the State of Palestine by mobilizing resources, knowledge and economic development experience of East Asian countries.
The Japanese Ambassador believes that the core strength of CEAPAD lies in the capacity of East Asian countries, each with diverse experiences, to leverage their own advantages to cooperate not only in the field of humanitarian assistance but also in all stages of reconstruction and development of Palestine.
“I believe that participating in this course will be a valuable asset for your future career, as well as for the process of national reconstruction and peacekeeping,” said Mr. Ito Naoki.

Chief Representative of JICA Office in Vietnam Kobayashi Yosuke said that under the guidance of the Japanese government, JICA is supporting the Palestinian people in the fields of education, health, social protection, agriculture, private sector and many other fields through diverse projects.
JICA's mission is rooted in the belief that inclusive and dynamic development is the foundation of peace and stability. This principle guides JICA's efforts to ensure that no one is left behind and that cooperation brings tangible benefits to all.
“I hope you will make the most of this opportunity, participate actively, share your views and build strong connections with your Vietnamese and Japanese colleagues,” said the Chief Representative of the JICA Office in Vietnam.
