Speaking at the opening of the exercise, comrade Le Van Luong - Chairman of Lai Chau Provincial People's Committee affirmed that the Border Guard Command exercise is a form of defensive combat exercise in the border area within the province's defense area; this is new content, after the arrangement of the 2-level local government apparatus and the reorganization of the Border Guard force under the Provincial Military Command.

In order for the exercise to achieve its goals and requirements, the Chairman of Lai Chau Provincial People's Committee requested the Provincial Military Command and officers and soldiers of the Border Guard Command to organize and conduct the exercise in accordance with the determined intentions and plans, strictly comply with the regulations of the Exercise Steering Committee, especially in the management of documents and materials in the exercise; apply appropriate methods, the live exercise must be organized tightly, close to reality, achieving the highest quality and efficiency; promote spirit, responsibility, solidarity, overcome difficulties, build determination, complete the exercise program content well; ensure absolute safety for people, weapons, equipment, technical means...

The exercise aims to help the Central Military Commission, the Ministry of National Defense, the Military Region 2 Command, and the Border Guard Command study and evaluate the ability to coordinate and coordinate operations with other forces and the command and staff capacity of the Border Guard Command in transitioning to a state of combat readiness, organizing preparations and practicing border protection operations, as a basis for drawing experience, for unified implementation in 2026 and the following years.

At the same time, it serves as a basis for directing units to adjust and supplement their operational plans to meet mission requirements in the new situation when implementing two-level local government.
