Opening of the 2023 Khanh Hoa Province Combined Civil Defense and Defense Area Exercise

On September 26, the Military Region 5 Exercise Steering Committee held the opening ceremony of the 2023 combined defense and civil defense exercise in Khanh Hoa province and Cam Ranh city. Attending and directing the opening ceremony of the exercise were Lieutenant General Thai Dai Ngoc - Member of the Party Central Committee, Member of the Central Military Commission, Commander of the Military Region, Head of the Military Region Exercise Steering Committee; Lieutenant General Trinh Dinh Thach - Political Commissar of the Military Region, Deputy Head of the Military Region Exercise Steering Committee; Major General Hua Van Tuong - Deputy Commander of the Military Region, Deputy Head of the Military Region Exercise Steering Committee; Colonel Nguyen Dinh Chi - Officer of the Department of Operations, General Staff of the Vietnam People's Army. With the topic: "Khanh Hoa province coordinates with forces in the defense area to prevent fire and explosion, rescue and salvage. Move armed forces into combat readiness, move localities into defense status. Organize preparations and practice defensive operations to firmly protect the province", the defense area exercise combined with the provincial civil defense includes 2 parts: Part 1: Civil defense exercise; Part 2: Defense area exercise. In which, the civil defense exercise includes the contents of live combat response to ship sinking incidents, rescue and salvage at sea and response to high-rise building fires and explosions due to electrical short circuits and gas tank explosions; the defense area exercise includes contents corresponding to 3 stages: Move armed forces into combat readiness, move localities into defense status; organize preparations for defensive operations; practice defensive operations. Including a live-fire exercise with the theme "Infantry Battalion attacks airborne enemy".

Speaking at the opening of the exercise, Lieutenant General Thai Dai Ngoc emphasized: “The exercise of the provincial and municipal defense area is one of the extremely important contents in the activities and construction of the defense area, with a very special and comprehensive nature, related to all political , socio-economic, national defense and security fields of the locality. Civil defense is a part of national defense, an important, fundamental, long-term task of the national defense. In particular, the exercise "Organizing search and rescue, rescue of shipwreck incidents at sea and responding to high-rise building fire and explosion incidents" is one of the key contents in the civil defense exercise".

In order for the exercise to achieve its goals and requirements, Lieutenant General Thai Dai Ngoc requested the forces participating in the exercise to perform well the following contents: the Steering Committee, the Steering Committee agency, and the Military Region director must conduct the exercise in accordance with the approved plan; monitor and direct the forces participating in the exercise to properly and fully implement the contents; promote the dynamism and creativity of the trainees; direct the forces participating in the exercise to have the right and sufficient composition; ensure confidentiality, safety, and economy; continue to guide and direct the training of the forces participating in the exercise in accordance with the intentions of the Military Region. For the directors, it is necessary to have a firm grasp of the Regulations on the Operational Staff of the Vietnam People's Army, the order of steps to move the armed forces into combat readiness states, and move localities into defense states; flexibly apply them in accordance with reality through the stages and in each position to direct the exercise to achieve the goals and requirements. For the exercise framework of Khanh Hoa province and Ho Chi Minh City. Cam Ranh, study and grasp the Party and State's guidelines and viewpoints on the strategy to protect the Vietnamese Fatherland in the new situation; local defense and military tasks to apply flexibly, creatively, and practically in handling situations. The Military, Border Guard, Police, departments, branches and sectors study and grasp Vietnamese military theory and art and the actual situation of the locality to advise the Party Committee and authorities to move the locality into defense states, organize preparations and practice defensive operations in accordance with the mechanism and staff work.

For the Provincial Military Command, the Provincial Border Guard Command and the Provincial Police, continue to complete and supplement the remaining contents in the preparation work according to the instructions of the Military Region's Exercise Steering Committee; organize training and joint exercises according to the determined plan for the forces participating in the A2 exercise and live-fire exercise; strengthen education and strictly manage officers, soldiers, reserve mobilization forces, and militia and self-defense forces participating in the exercise; strictly comply with the State's laws, military discipline and regulations on disease prevention and control; carry out well the mass mobilization work in the exercise areas; ensure absolute safety in the exercise of operating mechanisms and the contents of the exercise.

After the opening ceremony, on September 26, the drill forces organized a drill to practice operating the mechanism and responding to high-rise building fires caused by electrical short circuits and gas tank explosions; responding to ship sinking incidents, and conducting rescue operations at sea. The drill will be completed on September 29.
