Opening of the specialized session of the Ho Chi Minh City People's Council, reviewing many important contents and personnel work

On November 14, the Ho Chi Minh City People's Council opened its 5th session (special session) to consider many important contents.

Attending the meeting were Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang, Standing Deputy Secretary of the City Party Committee Le Quoc Phong, Deputy Secretaries of the City Party Committee: Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Council Vo Van Minh, Chairman of the Ho Chi Minh City Vietnam Fatherland Front Committee Nguyen Phuoc Loc.

The meeting was also attended by members of the Standing Committee of the City Party Committee, leaders of relevant departments, agencies and units. 100% of the delegates present at the meeting voted to approve the policies of this meeting.

Speaking at the opening of the 5th session of the 10th term Ho Chi Minh City People's Council, Mr. Vo Van Minh - Chairman of the Ho Chi Minh City People's Council - said that this is an important period, completing the 2025 goals and the 2026 direction.

In recent times, the city has achieved many positive results, social security has been focused on, and the two-level government has become increasingly effective. However, the city still faces challenges in disbursement, traffic congestion exists, and many policy mechanisms need to be abolished or replaced after the reorganization.

The City People's Council determined that this session is an important step in concretizing the congress resolution, through reviewing and deciding on practical policies, mechanisms and strategies suitable to the city's development conditions in the new period and new requirements.

Build and perfect institutions to ensure the synchronous and effective implementation of the goals and orientations of the resolution, promptly put the city's major policies into practice, serving the people and businesses. Contribute to realizing the aspiration to build and develop Ho Chi Minh City into an economic , financial, scientific - technological and cultural center of the region.

Many important contents were considered by the Ho Chi Minh City People's Council.

At the meeting, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung presented 43 proposals of the Ho Chi Minh City People's Committee for the Ho Chi Minh City People's Council to consider.

In particular, there are many contents related to taking care of people's rights and policies. Specifically, the report on health insurance payment for the elderly and students; the report on the level of support for meals and extra meals during holidays at some hospitals in Ho Chi Minh City; the nursing regime for visiting and returning to the source for people with revolutionary contributions; the level of gift spending to congratulate and celebrate the longevity of the elderly.

The report stipulates the criteria for establishing a security and order protection team and the criteria for the number of members of the security and order protection team; and the draft resolution stipulates the percentage of retained revenue to create a source for salary reform for public service units with large revenues.

The Ho Chi Minh City People's Committee also submitted to the City People's Council for consideration many important multi-layer traffic projects such as: investment policy for upgrading Road 991 from National Highway 51 to Ho Chi Minh City Ring Road 4; investment policy for dredging and improving the environment combined with urban beautification of Ba Lon canal drainage axis; investment policy for dredging and improving the environment combined with urban beautification of Ong Be canal drainage axis and branch canals.

The policy of changing the purpose of forest use to other purposes to do component project 1 - site clearance for Ho Chi Minh City Ring Road 4 from Thu Bien Bridge - Saigon River... The Ho Chi Minh City People's Council also considered abolishing a number of old resolutions of the Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau People's Councils (before the merger) in the fields of: children, health, vocational education, poverty reduction, emulation, meritorious people and security and order.

At this meeting, the city reviewed 43 important resolutions on public investment, urban transport, health care, land and issued policies and abolished a number of resolutions before July 1, 2025. These contents were carefully considered before being submitted.

At the same time, under the leadership of the City Party Committee, the People's Council will review important positions of the city government, aiming to perfect the apparatus.
