On January 15th, the 10th term of the Vinh Long Provincial People's Council opened its fifth specialized session to discuss and decide on urgent issues serving the management and operation of the province's socio -economic development and to summarize the term of the 10th term of the Provincial People's Council, 2021-2026.

Attending the session were: Tran Van Lau – Secretary of the Provincial Party Committee; Nguyen Minh Dung – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Tri Quang – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lam Minh Dang – Deputy Secretary of the Provincial Party Committee; along with former members of the Central Committee of the Communist Party of Vietnam; former leaders of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Vinh Long province from various periods; representatives of the Vinh Long Provincial National Assembly Delegation, National Assembly delegates; leaders of agencies and units in the province and 133 out of 146 delegates of the Provincial People's Council.

At the session, the Provincial People's Council considered and commented on two proposals from the Provincial People's Committee and passed two resolutions; it also summarized the activities of the 10th Provincial People's Council, term 2021-2026.

To ensure the session is conducted on time, with quality and efficiency, and meets the requirements for innovation in the activities of the Provincial People's Council, Comrade Nguyen Minh Dung – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council – suggested several topics for delegates to focus on researching and discussing.

Regarding the draft resolution on adjusting the Vinh Long Provincial Planning for the period 2021-2030, with a vision to 2050, the Provincial People's Council adopted the resolution to ensure that the planning adjustment is approved before March 1, 2026, as stipulated by the 2025 Planning Law. Delegates focused their discussions and provided feedback on the scope and boundaries of the planning adjustment; the viewpoints, objectives, and development breakthroughs; the direction of development for sectors and fields, and the plan for organizing socio-economic activities; urban and rural planning; development of functional zones; technical and social infrastructure; land allocation and zoning; environmental protection; resource exploitation, utilization, and protection; disaster prevention and response to climate change; the list of priority investment projects; and solutions and resources for implementing the plan.

Regarding the draft Resolution stipulating the regime of visits and congratulations to religious dignitaries and officials implemented by the Vietnam Fatherland Front Committees at all levels in Vinh Long province, the province currently has approximately 8,898 religious dignitaries and officials and over 1.1 million followers, accounting for 26.5% of the province's total population. Therefore, the Provincial People's Committee is submitting this resolution to the Provincial People's Council for promulgation to create a legal basis for the Vietnam Fatherland Front Committees at all levels to visit and congratulate religious dignitaries and officials on holidays, festivals, important occasions; when they are ill, facing economic difficulties, and when they pass away.

Besides the achievements, the activities of the 10th Provincial People's Council still have some limitations. The Chairman of the Provincial People's Council requested delegates to continue studying the reports of the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and law enforcement agencies to assess strengths, weaknesses, and causes; draw lessons learned and propose key solutions to improve the effectiveness and efficiency of the Provincial People's Council's activities in the 2026-2031 term.

The Chairman of the Provincial People's Council also requested that delegates continue to uphold their role and responsibility as representatives of the people; promote democracy, actively research, discuss, and contribute impartial, objective, insightful, and high-quality opinions on the documents presented at the session, especially the report summarizing the term of the Provincial People's Council, the draft resolution approving the adjustment of the Vinh Long Provincial Planning for the period 2021-2030, with a vision to 2050, and the draft resolution stipulating the regime of visits and congratulations for religious dignitaries and officials, contributing to the success of the session.
