Opening of the 14th Session (special session) of the 16th City People's Council, term 2021 - 2026
(Haiphong.gov.vn) - On the morning of March 22, at the City Convention Center, the City People's Council held the 14th Session (special session) of the 16th City People's Council, term 2021 - 2026 to review and decide on urgent issues to promptly deploy important tasks of the city from the first months of 2024.
Attending the meeting were comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Pham Van Lap, member of the Standing Committee of the City Party Committee, Chairman of the City People's Council; Cao Xuan Lien, member of the Standing Committee of the City Party Committee, Chairman of the City Vietnam Fatherland Front Committee; comrades of the Standing Committee of the City Party Committee; leaders of the City People's Council, People's Committee, Vietnam Fatherland Front Committee, National Assembly deputies, City People's Council deputies and leaders of Departments, branches and localities.


Speaking at the opening of the session, Chairman of the City People's Council Pham Van Lap said that the session will consider and resolve 11 contents: Plan to use the excess revenue bonus source divided between the central budget and local budget and reinvest according to the special mechanism in 2022; in which priority is given to public investment spending for the city's infrastructure programs and projects. Adjust the state budget revenue settlement in the area; settle the local budget revenue and expenditure in 2022 on the basis of supplementing the opinions of the State Audit. Give opinions on the promulgation of the list, exemption and reduction levels of land rent for socialized establishments in the city, in order to create an attractive mechanism to attract investors in the cultural and social fields in the city. Support funding for the construction of river and bay monitoring stations under the Hai Phong Port Border Guard Command, to meet the requirements of protecting border security and sovereignty, combined with strengthening the city's search and rescue work.

Adjust and supplement the list of investment projects requiring land acquisition, as a basis for localities and investors to accelerate the progress of site clearance and implement socio-economic development projects in 2024. Give opinions on the Urban Development Program of Hai Phong City to 2040, with a vision to 2050; this is an important basis for implementing projects, programs and urban development projects of the city in the coming time. Investment policy for the Project to build a route after ports No. 3 to No. 6, Lach Huyen port area to ensure timely exploitation of the ports immediately after completion and put into use. Give opinions on the Pre-feasibility Study Report for the project to develop Hai Phong City to adapt to climate change using foreign loans and counterpart funds from the city budget. Investment policy for the Project to build barracks and anchorages, shelters for ships of the Standing Militia Squadron. Supplementing the payroll of public service employees receiving salaries from the State budget and adjusting the number of labor contracts in educational public service units under the city in 2024 under the direction of the City Party Committee and the Ministry of Home Affairs . Dismissing and electing additional members of the City People's Committee according to the law.


The Chairman of the City People's Council emphasized that the 14th Session will not take place for a long time, but the workload is quite large and very important; therefore, he requested that the City People's Council delegates promote the role and responsibility of elected representatives, focus on discussing, analyzing, clarifying the urgency, conformity with regulations and practices, research and consider carefully to make the right decisions for each content presented at the Session, meeting the trust and expectations of voters and the City People.
