Opening of the 5th session of the 10th term Ho Chi Minh City People's Council, term 2021-2026

On November 14, the 10th term of Ho Chi Minh City People's Council, 2021-2026 term, held the 5th session (special session).

Attending the meeting were comrades: Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee; Le Quoc Phong, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee; Nguyen Van Duoc, member of the Party Central Committee, Chairman of the Ho Chi Minh City People's Committee; Nguyen Phuoc Loc, Deputy Secretary of the Ho Chi Minh City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City; and comrades of the Standing Committee of the Ho Chi Minh City Party Committee.

The meeting was chaired by comrades: Vo Van Minh, Deputy Secretary of the City Party Committee, Chairman of the People's Council of Ho Chi Minh City; Pham Thanh Kien, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the People's Council of Ho Chi Minh City, Head of the Organization Committee of the City Party Committee of Ho Chi Minh City; Tran Van Tuan, member of the Standing Committee of the City Party Committee, Vice Chairman of the People's Council of Ho Chi Minh City; Huynh Thanh Nhan, Vice Chairman of the People's Council of Ho Chi Minh City; Nguyen Truong Nhat Phuong, Vice Chairman of the People's Council of Ho Chi Minh City.

Speaking at the opening of the session, Chairman of the Ho Chi Minh City People's Council Vo Van Minh informed that the 5th session of the 10th City People's Council took place in the context that the entire political system, the city's people and business sectors are making efforts to complete the key tasks of the 4th quarter, which is also the beginning of the implementation of the Resolution of the 1st Ho Chi Minh City Party Congress, term 2025-2030. This is a very important period, both deciding the completion of the socio-economic development goals and targets in 2025 and the entire period 2021-2025, and creating a foundation for the rapid and sustainable development of Ho Chi Minh City in the coming years.

He affirmed that the session has an important meaning in concretizing the Congress Resolution, through reviewing and deciding on practical policies, mechanisms and strategies, suitable to the city's development conditions in the new period and new requirements. Building and perfecting institutions to ensure synchronous and effective implementation of the resolution's goals and orientations, soon bringing major policies of Ho Chi Minh City into life, serving the people and businesses, contributing to realizing the aspiration to build and develop Ho Chi Minh City into an economic , financial, scientific - technological and cultural center of the region.

According to him, in recent times, Ho Chi Minh City has achieved many positive results, but the city is still facing many difficulties and challenges, such as the progress of disbursement of public investment capital has not met requirements; many bottlenecks in traffic and urban infrastructure have been slowly resolved. Meanwhile, the ability to mobilize social resources is not commensurate with the potential; many mechanisms and policies of localities before the rearrangement need to be adjusted, abolished and replaced with new policies to be implemented uniformly throughout the city after the rearrangement...

The volume of problems that need to be solved and the quality and effectiveness of the local government of Ho Chi Minh City are great requirements and demands for the review and decision-making activities of the City People's Council and the implementation and management work of the Ho Chi Minh City People's Committee, with the common goal of removing difficulties, handling bottlenecks, and creating momentum for sustainable development for the city.

At this session, the City People's Council will consider and decide on 43 important contents, covering many key areas: social security, education , health, environment, administrative reform, resource decentralization, public investment, urban development, improving governance quality...

In particular, at the session, the City People's Council will consider personnel work for key positions of the People's Council and People's Committee.

The Chairman of the People's Council of Ho Chi Minh City requested each delegate to focus their intelligence, discuss frankly, and make profound and substantive contributions so that the resolutions passed ensure feasibility, suitability to reality, and meet the expectations of the people and business community of the city.
