On the morning of December 9th, the 14th Provincial People's Council of Thai Nguyen Province, term 2021-2026, solemnly held the opening session of its Ninth Meeting to consider and decide on many important issues.

At the session, the Provincial People's Council will comprehensively review, discuss, and evaluate the achievements, difficulties, and limitations in implementing socio-economic development tasks in 2025; simultaneously, decide on the tasks and objectives for socio-economic development in 2026; allocate the budget and public investment plan for 2026; approve the initial land price list for 2026; the socio-economic development plan for the period 2026-2030; the 5-year financial plan for 2026-2030; along with the list of land acquisition projects and adjustments to land acquisition; and approve the program to support investment, renovation, and upgrading of transportation infrastructure in disadvantaged and especially disadvantaged communes...
Comrade Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered the opening speech at the session.
In his opening remarks at the session, Chairman of the Provincial People's Council Nguyen Dang Binh emphasized: In 2025, amidst the rapidly changing, complex, and unpredictable global and domestic situations; the slow recovery of the global economy; increased strategic competition among major countries; shrinking export markets; and unusual natural disasters and climate change… all of which directly impact the implementation of the province's socio-economic development tasks.
Delegates attending the Session
Under the leadership and guidance of the Provincial Party Committee, the flexible management of the government, the support of the business community, and especially the unity of all sectors of the people, Thai Nguyen province has overcome many difficulties and challenges, achieving remarkable results in socio-economic development, with 10 out of 13 targets completed and exceeded the set plan; several key projects continue to be implemented on schedule, creating important momentum for growth. Total budget revenue in the province reached 26,551 billion VND.
Alongside economic development, socio-cultural fields continue to be maintained and prioritized; national defense and security, social order and safety are ensured; administrative reform, the fight against corruption, waste, and negative practices, and the resolution of complaints and denunciations are given attention; the great national unity is strengthened; and the people's trust in the leadership of the Party and the State continues to be enhanced.
The comrade acknowledged and highly appreciated the flexible and decisive leadership and management of the Provincial People's Committee; and the cooperation and efforts of all levels, sectors, people of all walks of life, and the business community.
The Chairman of the Provincial People's Council requested that delegates uphold the spirit of democracy, responsibility, frankness, and objectivity in discussions, focusing on key issues and clearly expressing their viewpoints. This is especially important for issues where there are differing opinions based on the verification reports of the Provincial People's Council's committees, so that the Provincial People's Council can determine correct and practical policies and decisions, effectively utilize resources in investment, and ensure policies are implemented comprehensively, meeting the trust and expectations of voters and the people of all ethnic groups in the province.
Delivering a keynote address at the session, Provincial Party Secretary Trinh Xuan Truong emphasized that this is a very important session, evaluating the results of 2025 but also reviewing the entire term; especially in the context of Thai Nguyen province after the merger, which is facing great opportunities and new prospects, but also full of challenges for Thai Nguyen to strongly overcome difficulties and make breakthroughs.
Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, delivered a speech at the session.
The Provincial Party Secretary affirmed that, in the context of suffering enormous damage from natural disasters, causing nearly 13,000 billion VND in losses, the economic growth rate did not meet the plan, directly affecting indicators such as labor productivity and GRDP per capita. However, Thai Nguyen has shown positive results in other areas such as: the highest budget revenue ever, reaching over 26,000 billion VND; poverty reduction exceeding the plan; and disbursement of capital construction projects ranking among the top in the country. The fields of culture, health, and education continue to affirm their position as centers of the region. Significant achievements have been made in Party building and the political system. National defense and security have been maintained; social order and safety have been ensured. Foreign relations continue to be a driving force for the province's growth.
The Provincial Party Secretary stated that Thai Nguyen currently possesses four major opportunities to make a strong breakthrough, surpassing its own limitations to realize its aspirations for robust development: Firstly, a solid political and ideological foundation stemming from the Party's policies and the message of a new era of development with two centenary goals and seven strategic orientations, creating an important theoretical basis for the entire country and for Thai Nguyen. This is a great opportunity for the province to consolidate confidence, promote strong innovation in leadership, build a streamlined apparatus, develop the economy, science and technology, digital transformation, and ensure social security. Secondly , an increasingly open institutional environment. He emphasized that the National Assembly and the Government will continue to remove obstacles in mechanisms, promote decentralization and delegation of power, creating conditions for "local authorities to act, local authorities to decide, and local authorities to take responsibility," helping Thai Nguyen to be more proactive in managing and implementing development tasks. Third, the central government's policy on the strategic role of Thai Nguyen. Resolutions and plans at the national, regional, and provincial levels all identify Thai Nguyen as a growth pole, a center for industry, urbanization, education, healthcare, science and technology, and tourism in the region. This presents a great opportunity for the province to attract resources, define its role, and achieve breakthroughs in the coming period. Fourth, the province has a rich tradition, human resources, and a favorable foundation for development. Thai Nguyen has a long history and culture, with a united, dynamic, and creative population; over the years, the province has undergone significant transformation. Its technical and social infrastructure (transportation, energy, digitalization, services, etc.) is quite complete, creating conditions for the province to continue its rapid and sustainable development.
Recognizing the opportunities, the Provincial Party Secretary noted that the province is also facing four major challenges. These are: the need to create a breakthrough in economic growth while ensuring synchronization; economic backwardness and the risk of not escaping the middle-income trap; a high poverty rate (4.5%, four times higher than the national average; near-poverty at 3.5%); widening wealth inequality between urban and rural areas; and numerous social security issues that need addressing; and potential problems related to political security, social order and safety, and non-traditional security threats.
With the goal of achieving double-digit growth in the coming period, the Provincial Party Secretary emphasized six key tasks for implementation, focusing on building and connecting strategic infrastructure as the basis for attracting investment and development: Promoting double-digit economic growth, with a focus on building and connecting strategic infrastructure; addressing issues related to improving urban quality, urbanization rate, environment, public spaces, parks and green areas, disaster prevention, and clearly defining the urban economy; building industrial parks and clusters, forming industrial production chains towards green and modern directions before 2030; promoting investment attraction in the province (reaching 6 billion USD/year), including many strategic investors and FDI investors in new sectors; Continue developing tourism as a comprehensive economic sector, focusing on green, eco-friendly tourism that harmonizes with nature, concentrating on the Western Corridor area, Nui Coc Lake, and Ba Be Lake; restructure the agricultural sector towards increasing the proportion of forestry...
The presiding officer of the session
The Provincial Party Secretary also emphasized solutions regarding continued priority investment in education, healthcare, and culture. Improving the quality of education and healthcare is crucial to enhancing the human development index; ensuring national defense and security – considering this a vital and ongoing task; and strengthening foreign relations so that they truly become a major resource for socio-economic development.
The road ahead will be challenging, but for the sustainable development of the province, the Provincial Party Secretary requested the Provincial People's Council, the Provincial People's Committee, all levels, sectors, localities, every cadre, Party member, business community, and people of all ethnic groups in the province to continue to uphold the tradition of unity, unwavering will, and spirit of innovation and creativity; along with new faith and aspirations, they will transform determination into action, potential into reality, and build Thai Nguyen into an increasingly prosperous, civilized, and modern province.
In this morning's opening session, the meeting viewed a presentation of the Report on the results of implementing socio-economic development tasks in 2025 and socio-economic development tasks in 2026; and listened to reports and presentations by the Provincial People's Committee and the Committees of the Provincial People's Council.
At the meeting, the position of Vice Chairman of the People's Committee of Thai Nguyen province, term 2021-2026, was also terminated for Comrade Nguyen Thanh Binh, Deputy Secretary of the Provincial Party Committee and Standing Vice Chairman of the People's Committee of Thai Nguyen province, so that he can assume the position of Deputy Secretary of the Thai Nguyen Provincial Party Committee, term 2025-2030.
This afternoon, the session will convene in the Assembly Hall to hear reports and presentations, and to discuss these reports, presentations, and draft resolutions in groups.
