
The 14th National Congress of the Party was solemnly inaugurated.
The Congress's theme is: Under the glorious banner of the Party, working together to successfully achieve the national development goals by 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of national development, for peace , independence, democracy, prosperity, civilization, happiness, and steadily advancing towards socialism.
Following the flag-raising ceremony, the Presidium of 16 members and the Secretariat of 5 members began their work.

On behalf of the Presidium of the Congress, Comrade Tran Cam Tu, Member of the Political Bureau and Standing Secretary of the Central Committee, introduced the delegates and guests of the Congress, including: former General Secretary Nong Duc Manh; former members of the Political Bureau: former President Nguyen Minh Triet; former President Truong Tan Sang; former Prime Minister Nguyen Tan Dung; former Chairman of the National Assembly Nguyen Van An; former Chairman of the National Assembly Nguyen Sinh Hung; former Chairwoman of the National Assembly Nguyen Thi Kim Ngan; former members of the Political Bureau, former Secretaries of the Central Committee, former leaders of the Party, State, and Vietnam Fatherland Front; former members of the Central Committee of the Party from previous terms; members of the Central Inspection Committee of the 13th term; veteran revolutionaries, Vietnamese Heroic Mothers, prominent intellectuals, artists, religious dignitaries and representatives of the younger generation ; ambassadors, chargés d'affaires of foreign countries, and heads of representative offices of international organizations residing and non-resident in Vietnam.

In his opening speech at the Congress, Comrade Luong Cuong, Member of the Political Bureau and President of the Republic, affirmed that the 14th National Congress of the Party is a momentous political event for the country, a historical turning point, leading up to the 100th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2030), concentrating the will, aspirations, and determination of the entire Party, the entire people, and the entire army.

Comrade Luong Cuong, Member of the Political Bureau and President of the Republic, delivered the opening speech, declaring the Congress open.
The Congress is taking place against the backdrop of a world and region that continues to experience rapid, complex, and unpredictable developments. The Fourth Industrial Revolution, especially the explosive development of artificial intelligence, digital technology, quantum technology, and new technologies, is bringing about many epochal changes that are profoundly altering all aspects of socio-economic life. This poses an urgent need to establish new growth and development models, improve labor productivity, enhance production quality, and strengthen national competitiveness; as well as new requirements in managing social development, ensuring national defense and security, and strengthening foreign relations.
The comrade stated that after 40 years of implementing the Doi Moi (Renovation) policy, our country has achieved tremendous, comprehensive, and historically significant achievements, continuously improving the lives and happiness of the people, and enhancing the country's prestige and position in the international arena. However, the country still faces many difficulties, challenges, and limitations. Growth remains below its potential and is not yet truly sustainable; labor productivity is not high, and the competitiveness of the economy is still limited; the lives of a segment of the population remain difficult; climate change, natural disasters, epidemics, cybersecurity, etc., still have very complex impacts and lead to many consequences.
In this context, the 14th National Congress of the Party has a tremendous historical responsibility: not only to set goals and directions for the tasks in the 2026-2030 term, but also to decide on strategic issues for the future and destiny of the nation for many decades to come, in order to continue to strongly awaken the aspiration for development, national pride, and self-reliance; to unleash all resources and driving forces for development; to promote the strength of the people and the great national unity combined with the strength of the times; to comprehensively and synchronously promote the process of renovation, national construction and defense; and to successfully achieve the goal of building a powerful nation, standing shoulder to shoulder with the great powers of the world, as envisioned by President Ho Chi Minh and the aspirations of the entire Vietnamese nation.
The President affirmed that the 14th National Congress of the Party is the starting point for a new era of national development, with the motto "Unity - Democracy - Discipline - Breakthrough - Development," demonstrating the unwavering resolve, determination, and spirit of great national unity for the goal of building a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism. He urged the delegates to fully demonstrate their responsibility, intellect, and dedication; uphold the spirit of unity and democracy; engage in in-depth discussions; and make significant contributions to the success of the Congress.

He emphasized that the 14th Congress is a milestone opening a new stage of national development in a new context, situation, and with new goals; it is a Congress of strategic self-reliance, self-strength, national pride, of the aspiration to rise, and of unwavering faith in the path chosen by the Party, President Ho Chi Minh, and our people.
The Congress took place at a historically significant moment: the entire Party, the entire people, and the entire army were united and determined to steadfastly advance towards two strategic goals: 100 years of the country under the leadership of the Communist Party of Vietnam (1930-2030) and 100 years since the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (1945-2045). This necessitated: a direct confrontation with the truth and accurate assessment of the situation; a resolute commitment to reforming thinking, perfecting institutions, and enhancing national governance capacity; and strong, decisive, groundbreaking, and effective action for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
The comrade stated that the draft documents submitted to the Congress include: the Draft Political Report of the 13th Central Committee of the Party; the Draft Report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years; and the Draft Report summarizing 15 years of implementing the Party Charter (2011-2025) and proposals and directions for amending and supplementing the Party Charter. In particular, the Draft Political Report integrates three reports (Political Report, Socio-Economic Report, and Report summarizing Party building work) into a unified, comprehensive, focused, concise, easy-to-understand, easy-to-remember, and easy-to-implement whole. The Action Program for implementing the Resolution of the 14th Congress is a "breakthrough" compared to previous congresses, clearly outlining the "subjects, roadmap, resources, and goals" for implementing the Resolution of the 14th Congress.

The 14th National Congress of the Party solemnly opened at the National Convention Center (Hanoi), with the participation of 1,586 delegates, representing more than 5.6 million Party members nationwide.
Authorized by the 15th Central Committee Meeting of the 13th Party Congress, the Politburo proposed to the Congress the policy of summarizing 100 years of the leadership of the Communist Party of Vietnam (1930-2030) in the Vietnamese revolution, and outlining the development orientation of the country for the next 100 years (2030-2130); and summarizing 40 years of implementing the Platform for building the country during the transitional period to socialism.
The document preparation process was meticulous, serious, rigorous, scientific, and modern; inheriting the essence of previous congresses, steadfastly adhering to principled viewpoints, while clearly demonstrating a strong innovation in thinking about development, closely following reality, and respecting objective laws; every assessment, every goal, every solution stems from reality. This document sets forth the requirement for action: words must match deeds; clearly define goals, tasks, and solutions; link responsibility with results; link breakthroughs with sustainability; and link discipline in implementation with the satisfaction of the people.
During the process of finalizing the document, the Central Committee of the Party, the Politburo, and the Secretariat paid special attention to promoting collective intelligence, expanding democracy, and deeply listening to the voices of Party members, the people, intellectuals, scientists, entrepreneurs, artists, cadres, soldiers of the armed forces, and our compatriots at home and abroad…
On behalf of the Congress Secretariat, Comrade Bui Thi Quynh Van, Member of the 13th Central Committee of the Party, Deputy Head of the Central Organization Department, announced the congratulatory letters and telegrams from political parties, organizations, international friends, and Vietnamese associations abroad, congratulating the 14th National Congress of the Party, expressing feelings of friendship and cooperation, and showing deep concern for this important political event of the Party, State, and people of Vietnam.
As of January 19, 2026, the Congress had received 559 congratulatory letters and telegrams from 109 political parties, 6 international and regional organizations, 16 individuals, 122 people's organizations, and 306 Vietnamese associations abroad. This is a great source of encouragement and motivation for the Vietnamese people's renewal process initiated and led by the Communist Party of Vietnam, and also a vivid manifestation of the increasingly deep cooperative and friendly relations between our Party and international political parties, organizations, friends, and overseas Vietnamese.
