Efforts to quickly put Resolution 72-NQ/TW into practice

One of the highlights of Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo "On a number of breakthrough solutions to strengthen the protection, care and improvement of people's health" is the content stated: "From 2026, people will have regular health check-ups or free screening at least once a year, and will have an electronic health book created to manage health over the life cycle, gradually reducing the burden of medical costs".

The Party Committee, the Minister of Health, and the Deputy Ministers of Health in charge of professional matters have directed the Departments and Divisions, according to their assigned functions and tasks, to advise on the development of an outline and draft on the Guidelines for implementing periodic health examinations for the entire population, with the focal unit being the Department of Medical Examination and Treatment Management.

Based on the coordination of responsibilities of the Departments: Disease Prevention, Mothers and Children, Population; Departments: Legislation, Health Insurance, Planning - Finance, the focal unit presents the Draft with a proposal for a periodic health check-up package with a total cost of about 300,000 VND/person/time.

The components of the health check-up package include: Health check-up package for adults over 18 years old; Health check-up package for adults under 18 years old. Regarding the health check-up subjects, the Draft localizes 8 groups as follows: Children under 6 years old; Students; Social protection; People with meritorious services to the revolution; Workers specified in Clause 1, Article 21, Law on Occupational Safety and Hygiene 2015; Armed forces; Elderly people (excluding people with meritorious services to the revolution and social protection subjects); Other subjects (not included in the above subjects).

The draft also states the implementation funding, expected to come from 5 sources: The People's Committee of the province or city will arrange funding to organize health check-ups for the subjects specified in Point a, Clause 5, Section III - children under 6 years old; Employers specified in Clause 1, Article 21, Law on Occupational Safety and Hygiene 2015 will provide funding for periodic health check-ups for employees under their management authority; Subjects under the Ministry of National Defense, Ministry of Public Security; Health insurance source to pay for services in the payment list according to the provisions of the Law on Health Insurance; Socialized sources, aid, legal sponsorship mobilized from organizations, enterprises, projects, health programs, international organizations (if any).

In the spirit of thoroughly grasping Resolution 72-NQ/TW "Strongly shifting from a mindset focused on medical examination and treatment to proactive disease prevention, focusing on protecting, caring for, and improving comprehensive and continuous health throughout the life cycle", representatives of leaders of Departments and Divisions attending the meeting and also members of the drafting and implementation of the Draft Guidelines on "Periodic health examination for people" gave specific comments and contributions.

Speaking at the meeting, Deputy Minister Tran Van Thuan stated his opinion: In terms of expertise, in addition to the units, the two Departments of Disease Prevention and Medical Examination and Treatment Management must coordinate closely to cover all subjects, with models for each subject; the two units must agree and advise on deciding on criteria and standards, how to be capable of periodic examinations, how to be capable of screening examinations, from human resources to physical facilities must be clear and distinct;

The information fields must be as appropriate as possible and cover the entire Electronic Health Book or be continuously updated during the periodic medical examination process to 'enrich' the information in the Electronic Health Book;

Regarding the organization of implementation, maximum authority is given to localities. The Central Government only provides general guidance. There needs to be data connection with health insurance to avoid errors.

At the same time, promote communication, supervision and inspection work to achieve high efficiency;

Deputy Minister Nguyen Thi Lien Huong requested the Department of Disease Prevention to review the correct functions and tasks assigned to the unit to coordinate to unify the content included in the Draft Guidelines as well as the Decision; the Department of Disease Prevention to review the subjects that have been screened for provinces that have budgeted for payment to avoid overlapping with priority subjects...

Avoid missing or duplicating subjects for screening and periodic health examinations

Concluding the meeting, Minister of Health Dao Hong Lan affirmed the superiority of the Party, State and Government's policies on health and social security. Regular health check-ups for the people clearly demonstrate that concern. Accordingly, the responsibility of the health sector is to intervene quickly, correctly, accurately and promptly.

After listening to the reports of the focal units and the discussion opinions, the Minister requested that the focal units assigned to develop the guidelines must closely follow Resolution 72-NQ/TW, and at the same time absorb the appropriate constructive contributions of the members participating in the meeting. All must be cautious, step by step, with a priority roadmap to suit the conditions of the provinces and cities, and work to ensure that each step is done properly.

The contents of implementing periodic health examinations for the whole population must be suitable to reality, in line with the spirit of Resolution 72-NQ/TW, and must determine which groups in the entire Vietnamese population will be prioritized for periodic health examinations from 2026, and which subjects will be prioritized for screening, to avoid omissions and duplication.

Regarding screening examination, Minister Dao Hong Lan noted that the Departments, Divisions, and focal units should calculate how to approach screening to be appropriate and suitable to the conditions, capacity according to the roadmap and priority subjects, and can choose priority groups of patients for examination according to the roadmap.

Regarding the establishment of the Electronic Health Book, currently, the whole country has 25 million people with an Electronic Health Book. In addition to updating in the direction that when there are new people having periodic health check-ups or screening but do not have a Book, a new book will be created. Minister Dao Hong Lan requested the focal unit of the Ministry to coordinate in reviewing the suitability and whether it can be widely used in the database of the periodic health check-up and screening information field or not?
