Urgently assess damage and overcome consequences of storms and floods in the Central region

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 214/CD-TTg dated November 12, 2025, requesting urgent statistics, damage assessment and focus on quickly overcoming the consequences of storms and floods in the Central region.

Telegrams sent to Secretaries and Chairmen of People's Committees of provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang , Quang Ngai, Gia Lai, Dak Lak and Ministers, Heads of ministerial-level agencies, Government agencies; Office of the National Civil Defense Steering Committee.

The dispatch stated: In late October and early November, localities from Ha Tinh to Dak Lak were continuously hit by natural disasters, storms, floods, especially the historic long-lasting floods in Hue and Da Nang after storm No. 12 and storm No. 13 with strong winds "flood on flood, storm on storm" caused heavy damage to people, houses, schools, essential infrastructure, production and business, especially aquaculture, greatly affecting the livelihoods, income and life of the people.

General Secretary To Lam, the Standing Secretariat and Government leaders, on behalf of the Party and State leaders, directly visited, encouraged and shared the difficulties, losses and hardships of the people in areas affected by natural disasters and floods. The Government and the Prime Minister promptly allocated national reserves and budget reserves to support localities in overcoming natural disasters and floods. The entire political system, many businesses and philanthropists have promoted the tradition of mutual love, national sentiment, and solidarity, joining hands to support and help people overcome difficulties and gradually stabilize production and life.

However, the damage caused by the recent natural disaster is very large, requiring a lot of State resources and the cooperation of the whole society to support people in disaster-affected areas to overcome the consequences, restore production and business, and quickly stabilize their lives. Following the Official Dispatch No. 212/CD-TTg dated November 7, 2025, the Prime Minister requested the Secretaries and Chairmen of the People's Committees of the provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak to direct the continued review and complete and accurate statistics of the need for food support, promptly support accommodation, food, and necessities for affected households that have not been able to restore production and business activities, and are at risk of hunger, paying special attention to households whose houses have collapsed or washed away, policy households, and households in difficulty.

The Secretaries and Chairmen of the People's Committees of the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, and Dak Lak direct local authorities and functional agencies to urgently review, make complete and accurate statistics, and make a list of households whose houses have collapsed, drifted away, or suffered severe damage that cannot be restored, poor households, and policy beneficiaries whose houses have been damaged or have had their roofs blown off by storms and floods to focus on immediately implementing the State's support policies according to current regulations before November 14, 2025. At the same time, mobilize additional resources from the Fatherland Front, businesses, philanthropists, organizations, individuals, and arrange forces to support people in rebuilding their houses, completing them before December 31, 2025, ensuring that people have new houses to welcome the New Year and the Lunar New Year of the Fire Horse. For households that cannot rebuild their houses at their old places and are forced to relocate to ensure safety, local authorities must proactively arrange and allocate land funds in places that ensure safety for the people. The process of reviewing, evaluating, making statistics, making lists and organizing support must ensure publicity, transparency, and prevent profiteering, corruption, negativity and waste.

Review and identify specific support needs for plant varieties, livestock and other necessary materials to restore agricultural production, send to the Ministry of Agriculture and Environment before November 15, 2025 for synthesis, coordinate with competent authorities to urgently handle and immediately issue according to regulations for goods on the list of national reserve goods; for plant varieties, livestock and materials not on the list of national reserve goods, the Ministry of Agriculture and Environment coordinates, guides and supports localities to contact seed production facilities and service providers to promptly supplement the supply to support people to restore production immediately after storms and floods, and soon stabilize people's lives.

Focus on immediately restoring essential infrastructure works, first of all schools, medical stations, and hospitals to ensure learning for students and medical examination and treatment services for people immediately after storms and floods; quickly overcome incidents to restore electricity, water, and telecommunication services; repair traffic works, irrigation works, dams, and dykes that have been damaged or lost in natural disasters.

Effectively use the budget reserve and local resources, along with the funding supported by the Prime Minister and the Central Committee of the Vietnam Fatherland Front, to proactively implement support policies and carry out urgent tasks to overcome the consequences of natural disasters in accordance with regulations.

Synthesize a complete and accurate report on the damage situation, storm and flood recovery work in the area, and propose specific support needs from the central government (if any) to the Government Office, Ministry of Finance, Ministry of Agriculture and Environment and relevant agencies by November 13, 2025 to synthesize and report to the Prime Minister according to regulations.

The Prime Minister requested the Minister of Agriculture and Environment to direct and guide localities to synchronously deploy measures to overcome consequences and restore agricultural production after storms and floods; synthesize and promptly coordinate with relevant ministries and agencies to resolve local proposals on support for materials, chemicals, plant varieties and livestock to restore production after storms and floods; and report to the Prime Minister on implementation results before November 14, 2025.

The Minister of Finance directs the immediate implementation of support policies and timely payment of insurance to enterprises to restore production and business activities after storms and floods; coordinates with relevant agencies to promptly handle according to their authority or reports to competent authorities to handle proposals for support to overcome the consequences of storms and floods of localities for national reserves in accordance with the provisions of law; presides over and coordinates with the Ministry of Agriculture and Environment and relevant agencies to review and synthesize the support needs from the central budget of localities, proposes and reports to the Prime Minister for consideration and decision according to the provisions of the law on the state budget and the law on natural disaster prevention and control before November 14, 2025.

The Prime Minister directed the State Bank of Vietnam to study preferential credit packages to support people and businesses to overcome the consequences of floods and storms, and restore production and business. The Ministers of Construction, Industry and Trade, Science and Technology and relevant ministries and branches, according to their functions, tasks and authority, proactively direct relevant agencies and units to continue to coordinate and support localities to focus on quickly overcoming the consequences of recent storms and floods, especially ensuring the restoration of activities and services in education, health care, electricity, telecommunications, transportation, water supply and drainage.

The Minister of National Defense and the Minister of Public Security direct the deployment of military, police and other forces at the request of localities to continue supporting people in overcoming the consequences of storms and floods, especially in restoring educational and medical facilities, housing, traffic works, etc.

The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to direct the general handling of the balancing and arrangement of central reserves and contingencies to support overcoming the consequences of storms and floods. The Government Office shall monitor and urge the implementation of this Official Dispatch according to its assigned functions and tasks; promptly report to the Prime Minister and Deputy Prime Minister in charge of the field on sudden and arising issues.
