Urgently invest in infrastructure projects to serve APEC Summit Week 2027

After listening to reports from ministries, branches, An Giang province, and relevant agencies, and concluding remarks at the meeting, Prime Minister Pham Minh Chinh stated that, up to this point, all preparations for the APEC 2027 event are being actively implemented; he welcomed the efforts and proactive participation of relevant ministries, branches, state-owned enterprises, and private enterprises. However, there is still a lot of work ahead, while there is not much time left from now until the opening of the event, so the Prime Minister requested relevant ministries and branches such as Construction, Finance, Foreign Affairs, Public Security, National Defense, Justice, Agriculture and Environment, and the Government Office to actively participate in implementing the work according to their assigned functions and tasks.

The Prime Minister clearly stated the principle that overall work must be implemented according to functions, tasks, and powers; exceeding authority must be reported to the competent authority. Commenting on 10 projects serving APEC 2027, the Prime Minister directed An Giang province to be responsible for investing in the construction of wastewater treatment plants in the form of business investment, striving to complete the procedures by November 2025, and at the same time prepare a backup plan in case the investment plan in this form cannot be implemented.

Implement investment projects in the form of BOT, BT according to authority, if exceeding authority, report to the Government, try to complete procedures in 2025. The main road upgrade project (DT 975 road) is implemented in the form of public investment including central budget and local budget, capital is allocated according to approved progress; Urban railway project is implemented in the form of public-private partnership (PPP) in the spirit of "harmonious benefits, shared risks".

For the two projects of Duong Dong 2 and Cua Can lakes, the Prime Minister requested An Giang province to be the investor, decide according to its authority, and invest in the form of public investment; the Ministry of Finance shall ensure sufficient capital for the province to implement the projects. Regarding the project of undergrounding optical cables and digitization, it shall be implemented in the form of public investment, according to the approved project, and the province shall be the investor.

The Prime Minister directed the project to improve the environmental landscape of Phu Quoc Special Economic Zone to ensure "bright, green, clean, beautiful", An Giang province is the investor to implement with the spirit that this is an important task serving foreign affairs, so that international visitors can witness the beauty of Vietnam's nature. Vietnam Electricity Group (EVN) needs to add more power to Phu Quoc right now. Regarding the Phu Quoc International Passenger Port Project, try to complete it quickly according to international standards.

Regarding the handover of infrastructure assets of the Airports Corporation of Vietnam (ACV) at Phu Quoc International Airport, the Prime Minister stated that this should be applied in accordance with current laws; assets on land of enterprises should also be handled in accordance with general provisions of law, not to lose State assets, to fight corruption and negativity; to ensure timeliness in the context of a short time to complete the airport, therefore, it is recommended that relevant parties join hands, commit to handing over and handling in accordance with the above principles; in any case, absolute safety of aviation activities must be ensured; all put national and ethnic interests first and foremost.

The Prime Minister assigned Deputy Prime Minister Nguyen Chi Dung to continue to be in charge of and monitor the progress of infrastructure projects serving the APEC 2027 Summit Week, and promptly report to the Prime Minister on arising issues.
