According to the report of the Ministry of Finance, the total state budget capital in 2025 assigned by the Prime Minister to 16 ministries, central agencies and localities under Working Group No. 2 is more than 253 trillion VND, accounting for 30.6% of the total investment capital plan of the whole country. The allocation results as of May 6, 2025 reached 98.76% of the plan. Bac Giang is one of 5 localities (along with the provinces: Phu Tho, Hoa Binh, Thanh Hoa, Hanoi city) to allocate 100% of the assigned capital plan. Bac Giang province is also one of 7 localities with disbursement results higher than the national average rate (along with the provinces: Phu Tho, Thanh Hoa, Ha Tinh, Nghe An, Quang Binh , Hoa Binh).
In addition to the results achieved, the report also pointed out that 3/7 ministries, central agencies and 4/9 localities have not fully allocated the assigned capital plan. Some units and localities have low disbursement.
Discussing at the conference, representatives of leaders of ministries, branches and localities clearly stated the reasons leading to slow progress in allocation and disbursement. The ministries, branches and localities proposed many specific solutions to remove "bottlenecks" in the allocation and disbursement of public investment capital; proposed the Ministry of Finance to continue reviewing and amending regulations related to the Law on Public Investment, the Law on Land, simplifying procedures for adjusting capital plans, transferring capital between slow-progressing projects and projects with the ability to quickly disburse in accordance with practical implementation.
Some localities have proposed extending the implementation period and disbursement of the 2024 capital plan to 2025 for projects facing difficulties in site clearance or investment procedures. The Ministry of Construction and the Ministry of Agriculture and Environment have proposed supplementing the central budget, reallocating ODA capital, and adjusting the medium-term public investment plan.
Deputy Prime Minister Tran Hong Ha highly appreciated the efforts of ministries, sectors and localities in implementing public investment disbursement, however, there are still many shortcomings that need to be overcome. He requested the Ministry of Finance to continue updating accurate data, clarifying the causes of slow disbursement, analyzing specific objective and subjective causes, thereby proposing more practical solutions.
With the goal of completing the disbursement of 100% of the public investment capital plan in 2025, the Deputy Prime Minister requested ministries, branches and localities to continue to develop detailed disbursement plans for each project, each quarter, each target, assigning individuals to take responsibility; review and promptly transfer capital from projects that are unable to disburse to projects with higher disbursement capacity.
The Deputy Prime Minister emphasized that ministries, branches and localities must not let the arrangement of the administrative apparatus or internal factors affect progress. For units and localities with disbursement rates lower than the national average, it is necessary to seriously analyze the causes and proactively remove difficulties in terms of land, materials and legality. Ministries and central agencies must improve their management capacity and take full responsibility before the Government for the disbursement results of their units.
Regarding the proposals and recommendations of agencies, units and localities, comrade Tran Hong Ha accepted and reminded relevant ministries, branches and localities to continue to coordinate, review, and synthesize specific reports to send to the Government to continue to urge, direct and ensure the target of disbursement of assigned capital. The Government will consider and have a form of reward for units and localities that do well, creating motivation and encouragement for agencies, units and localities to compete to complete the disbursement plan and tasks in 2025.
