Urgently complete key traffic projects in the south of the city

According to the Director of Kien Thuy Regional Project Management Board Do Van Dinh, the project connecting provincial road 354 through Kien Thuy industrial park to the coastal road of Doan Xa commune has a length of more than 14 km, the starting point is the intersection of provincial road 354 (1.5 km from Khue bridge), the end point is the connection of the coastal road through Kien Hai commune (km7+150, in Doan Xa commune, old Kien Thuy district).

The project is currently about 90% complete, with the participation of 4 contractors. Of which, Viet Uc Group Joint Stock Company has completed the first layer of asphalt concrete and concrete for 3.7 km, and the second layer of asphalt pavement for 3 km, and is expected to complete the package in November 2025. Hoang Loc Construction Company Limited is constructing the second layer of asphalt pavement, 5.4 km long. Phuong Dong Company has completed the K98 earth embankment and is expected to complete the project in December 2025. Hai Nam Company has completed the road pavement in October 2025, and is moving on to acceptance and final payment.

It is expected that by November 2025, the project will complete the disbursement of all funds for 2025, complete the technical items, and hand over the project for use. Currently, the site clearance work is basically completed, but there is still a household at km10 + 200 in Kien Hung commune, with an area of over 100 ^m2 .

According to Chairman of Kien Hung Commune People's Committee Pham Van Dinh, this household has received compensation but has not yet handed over the land. The commune government has repeatedly mobilized and is completing enforcement procedures according to regulations, ensuring the handover of the land in early November 2025.

The project of connecting Provincial Road 354 through Kien Thuy Industrial Park to the coastal road of Doan Xa Commune is a strategic infrastructure project, creating an important connection between the coastal road with Provincial Road 354 and new industrial parks in the southern area of the city.

During the field inspection and working session with relevant units and localities at the end of September, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, emphasized: The project has a special nature, the city has adjusted and extended many times. Therefore, the Kien Thuy Project Management Board, contractors and local authorities must resolutely and urgently deploy synchronous solutions, coordinate closely, and ensure the completion of the entire project on schedule as committed.

The representative of the Kien Thuy Project Management Board said that currently, technical teams are assigned to directly supervise and urge the progress of each package. At the same time, the unit urgently completes the project settlement documents. Construction units work overtime, mobilizing maximum human resources and equipment to ensure the progress and quality of the project.

Driving force for new growth pole

The project of connecting Provincial Road 354 to the coastal road has practical significance, as it directly connects with Tan Trao Industrial Park and Hai Phong LNG Power Plant, two key national projects that will start construction in September 2025.

The route connecting Provincial Road 354 is not only the traffic “blood vessel” serving the construction and operation of Tan Trao Industrial Park, but also opens the way for Hai Phong LNG Power Plant, a large-scale energy project, contributing to the transformation of the city’s green and sustainable energy structure. When completed, the route will directly connect the industrial park, port area and coastal residential area, forming a continuous industrial - service - urban development axis in the southern region, opening up a new development space for Hai Phong in the next phase.

According to the plan, the project to build a road connecting Provincial Road 354 through Kien Thuy Industrial Park to the coastal road will be completed in 2025, contributing to serving investment and synchronous operation of industrial park infrastructure, energy zones and civil projects in the area. The goal is not only to complete the project on time, but also to ensure technical quality, safety and promote socio -economic efficiency immediately after being put into use.

With the determination of the investor, the participation of local authorities, the consensus of the people and the efforts of contractors, this strategic route is expected to be completed on schedule. When put into use, the project will become a dynamic connecting axis between industrial parks, seaports and coastal urban areas, contributing to realizing the goal of building Hai Phong into a modern industrial and logistics center of the Northern coastal region.
