Attending were representatives of departments, branches and sectors; Project Management Board of Vietnam Airports Corporation - JSC (ACV) and Vinh International Airport.

At the meeting, representatives of the ACV Project Management Board reported in detail the progress of 3 key projects being implemented. For the Domestic Terminal Renovation Project, the project started on July 2, 2025 and by early December 2025, almost all of the volume had been completed. The steel structure system, glass walls, lobby roof, granite paving, ceiling and Alu cladding were 100% completed. M&E items (power source, low voltage, air conditioning, drainage, fire fighting - fire alarm...) were all fully installed. The completion and fire prevention and fighting acceptance documents have been approved; Nghe An Department of Construction is checking the project acceptance documents, creating a basis for handover and operation.

With the project to expand and renovate the aircraft parking lot, construction started on May 8, 2025, the scale of upgrading to 9 parking positions for code C aircraft. Although the defense site was handed over late (October 9, 2025), significantly affecting the progress, thanks to high concentration, by December 2025, all major items such as demolition, construction of anchor piles, and spreading of CPDD foundation were 100% completed. The project is exploited in 2 phases: phase 1 puts 4 parking positions into operation from December 19, 2025; phase 2 constructs the remaining part, expected to be completed before December 30, 2025 and put into use from February 1, 2026.

Notably, the Runway and Taxiway Repair Project - the item with the largest investment - has also completed key tasks. As of December 7, 2025, the signal system has been installed and calibrated; the ILS system has been relocated, installed, and tested stably; the new flight method has been approved by the Civil Aviation Authority of Vietnam. The friction measurement and runway surface cleaning phase was carried out from December 10-18, 2025. ACV has reported the completion to the Department of Construction for acceptance; after the results are available, the Civil Aviation Authority of Vietnam will inspect and submit to the Ministry of Construction for approval to reopen. It is expected that all appraisal work will be completed on December 18, 2025, and put into operation from December 19, 2025.
At the meeting, representatives of ACV and Vinh International Airport requested departments and branches to promptly complete the acceptance test to put the project into operation; at the same time, they requested support for environmental sanitation work and ensuring transmission lines for live broadcasting of the inauguration ceremony. The Department of Culture, Sports and Tourism also proposed to arrange additional exhibition space to promote the image and tourism products of Nghe An at the airport.

In his concluding remarks, Vice Chairman of the Provincial People's Committee Hoang Phu Hien acknowledged the efforts of the construction units in the context of urgent time, many difficulties in terms of site, weather and high technical requirements. He emphasized that this is a project of important significance to the socio-economic development of the province, serving as a basis for strengthening connectivity, expanding development space and attracting investment.
The Vice Chairman of the Provincial People's Committee requested ACV to continue to concentrate, organize overtime, and increase shifts to complete the final items. Special attention should be paid to landscape improvement, environmental sanitation, and additional tree planting, ensuring a clean airport image after 6 months of temporary suspension. At the same time, departments and branches must closely coordinate in appraisal and acceptance, ensuring safety, quality and progress.

Regarding the preparation for the inauguration ceremony, the provincial leaders agreed to hold it in the area in front of the International Terminal. He assigned the Department of Construction to work with VNPT Nghe An, Nghe An Newspaper, Radio and Television to ensure stable transmission lines and spread the event. The Department of Culture, Sports and Tourism will step up propaganda so that people know when the airport will resume operations; Vinh International Airport will study the arrangement of an area to display Nghe An's typical products; local authorities will closely coordinate to ensure security and order during the resumption period...
