Phu Trach commune needs to urgently stabilize and complete the organizational structure according to the two-level local government model; focus on preparing and organizing the first Party Congress of the commune, term 2025 - 2030; build a socio-economic development strategy for the period 2025 - 2030 associated with spatial planning and administrative and urban infrastructure.

That was the request of the alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee Nguyen Long Hai at the working session with the Standing Committee of the Phu Trach Commune Party Committee on the morning of July 15. Attending the working session were members of the Standing Committee of the Provincial Party Committee: Tran Vu Khiem, Head of the Provincial Party Committee's Organization Committee; Truong An Ninh, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee; Nguyen Chien Thang, Standing Vice Chairman of the Provincial People's Council; Hoang Nam, Standing Vice Chairman of the Provincial People's Committee; and representatives of relevant departments and branches.

During the working session, Standing Deputy Secretary of the Provincial Party Committee Nguyen Long Hai and members of the working delegation visited and learned about the operation situation at the Phu Trach Commune Public Administration Service Center. Since July 1, the center has arranged 9 officers and civil servants to ensure good service for people's transaction needs, mainly focusing on the fields of authentication, household registration and land; coordinating with units to process records and return results in accordance with regulations. However, the current difficulty is the lack of some working equipment, some administrative software data is not synchronized with the national database.

Next, Standing Deputy Secretary of the Provincial Party Committee Nguyen Long Hai and members of the delegation worked with the Standing Committee of the Party Committee of Phu Trach commune. This commune was established on the basis of merging 4 communes, including: Quang Phu, Quang Kim, Quang Hop and Quang Dong, with a total area of over 197km ² and a population of nearly 31,000 people. With diverse terrain, including sea, plains, forests and mountains, Phu Trach has the most comprehensive development potential in the northern coastal area of Quang Tri province.

Immediately after the merger, Phu Trach commune urgently stabilized the political apparatus, completed the system of specialized agencies, promptly deployed socio-economic, defense and security tasks; at the same time, prepared to organize the first Party Congress of the commune, term 2025 - 2030. This result clearly demonstrated the high sense of responsibility, proactiveness, creativity and smooth coordination between agencies in the political system.

However, with a large area, the headquarters are scattered in 3 old communes, causing difficulties in management, operation and serving the people.

At the meeting, the leaders of Phu Trach commune proposed that the Provincial Party Committee, the Provincial People's Committee and departments and branches invest in building centralized administrative headquarters to ensure working conditions. Have a separate mechanism for urban communes of type V, especially allocating resources from land and revenue from key projects. Invest in upgrading key traffic routes, lighting systems, river embankments, sea embankments, etc.

Concluding the working session, Standing Deputy Secretary of the Provincial Party Committee Nguyen Long Hai emphasized: To continue to develop Phu Trach commune in a stable and solid manner, the Party Committee and the communal government need to focus on implementing 5 key tasks. In particular, the urgent requirement is to promptly stabilize and perfect the organizational apparatus according to the two-level local government model. This is a decisive issue for the quality of management, implementation effectiveness and prestige of the political system after the merger.

Focus on the preparation and organization of the 1st Party Congress of the commune, term 2025 - 2030, especially the drafting of congress documents that must clearly indicate strengths, weaknesses, opportunities, and challenges, thereby determining appropriate directions, goals, and solutions with high feasibility. It is necessary to create an atmosphere of competition, aspiration, and a spirit of new beginnings throughout the Party Committee and the people of the commune.

Emphasizing that Phu Trach commune has all the conditions to become a dynamic economic center in the Northeast of the province, Standing Deputy Secretary of the Provincial Party Committee Nguyen Long Hai suggested that the commune should focus on building a socio-economic development strategy for the period 2025 - 2030, associated with spatial planning and administrative and urban infrastructure. Research smart commune models, digitize the entire work processing process, records, and administrative data.

It is necessary to resolutely and synchronously carry out the tasks of science and technology development and digital transformation, identifying this as a key and consistent political task towards the goal of building a smart society and e-government. Strengthening the great national unity bloc, maintaining political stability and social order and safety.

Hon La Economic Zone has an area of 10,000 hectares, developed according to the model of a General Economic Zone, including main functional areas such as: Hon La Seaport Industrial Park (168 hectares), Hon La II Industrial Park (250 hectares), Western Gateway Industrial Park (102 hectares) and other functional areas.
