On the afternoon of November 12, the People's Committee of Bac Giang province held a working session with the Northern Power Corporation (EVNNPC) and the National Power Transmission Corporation (EVNNPT) on ensuring electricity supply for socio-economic development of Bac Giang province in 2025 and the next period.
Attending the meeting were comrades: Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Mai Son - Acting Chairman of the Provincial People's Committee; Lam Thi Huong Thanh - Permanent Vice Chairman of the Provincial People's Council; Phan The Tuan - Vice Chairman of the Provincial People's Committee; representatives of the Provincial People's Committee Office; Bac Giang Electricity Company; relevant departments, branches and localities.
On the side of Vietnam Electricity Group, there were comrade Do Nguyet Anh - Chairman of the Board of Members of EVNNPC; Nguyen Tuan Tung - General Director of EVNNPT and representatives of EVNNPC and EVNNPT leaders.
Pay attention to investing and renovating the power grid to ensure electricity supply in the area.
According to the report at the working session, in the period of 2021-2023, the province's economic growth rate (GRDP) has always been maintained at a high level, averaging over 14%/year. Along with that, the province's electricity consumption growth rate has also increased. In the period of 2016-2020, the electricity consumption capacity Pmax increased by an average of 14.9%/year; in the period of 2021-2024, the average increase was 12.3%. In the first 10 months of 2024, electricity consumption reached 5.5 billion kWh, an increase of 11.67% over the same period.
In recent years, with the attention of Vietnam Electricity Group, EVNNPC, EVNNPT in investing in power grid infrastructure, up to now, the 220kV, 110kV power grid system in the province has been operating and providing basic electricity in a stable and reliable manner. Bac Giang province is supplied with power from 04 220kV transformer stations (TSAs) with a total capacity of 1,750MVA. For the 110kV power grid, Bac Giang province has 20 TSAs/39 110kV transformers (MBAs) with a total capacity of 1,998MVA; 38 110kV lines with a total length of 407.14km.
However, currently, the 220kV Quang Chau and 220kV Bac Giang substations carry high loads (80 - 90%). The total registered capacity increase in the remaining months of 2024 and 2025 up to now is up to 167.9 MW, concentrated only in some industrial parks (IPs). The medium and low voltage grid systems in some areas still have low voltage quality that is not guaranteed during peak hours, especially on extremely hot days that last for a long time. With the above situation and the growth rate of load, in the coming time, investing in and renovating the grid to ensure electricity supply in Bac Giang is an urgent task.
From 2021-2024, EVNNPC has invested in 02 220kV power grid projects (Yen Dung 220kV substation, Lang Giang 220kV substation); 18 110kV power grid projects in the province (of which 02 projects have been energized; 04 projects are under construction; 12 projects are preparing to invest). However, 03 projects have encountered difficulties in site clearance; 04 projects have encountered difficulties due to overlapping planning. In addition, some projects also encountered difficulties in implementing investment approval procedures.
To remove difficulties and obstacles, ensure the progress of project implementation, and contribute to the socio-economic development of the province, the representative of EVNNPC proposed that the Provincial People's Committee assign the Department of Planning and Investment to coordinate with EVNNPC and related units to develop and issue a Plan to implement the Bac Giang Provincial Planning. Implement mapping and marking the direction of power lines and substations from 110kV voltage level and above. Adjust land use planning of localities, ensure sufficient land area for power projects according to the planning; initially focus on adjusting land use planning in localities that have a portfolio of 110kV, 220kV and 500kV power grids. Direct coordination for EVNNPC to invest in power grid infrastructure to supply electricity directly to each customer, the Provincial Industrial Park Management Board promptly informs Bac Giang Electricity Company of customers' electricity needs to have a timely power supply plan, ensuring power quality;...
Speaking at the meeting, EVNNPT General Director Nguyen Tuan Tung said that EVNNPT is currently implementing 07 500/220kV transmission grid projects, of which 03 projects are under construction, 04 projects are carrying out investment preparation work. However, the projects are facing difficulties due to the current land allocation and lease documents and procedures still having many shortcomings due to the transitional period of the Land Law; some projects have not been approved by the Provincial People's Committee for investment policy and environmental impact assessment. Some projects do not have land use planning;...
Mr. Nguyen Tuan Tung requested the Provincial People's Committee to direct departments, branches and sectors to support EVNNPT in considering accelerating the progress of investment preparation, especially the approval of investment policies for projects. Localities should provide maximum support to EVNNPT in community consultation and site clearance compensation to complete the agreement and handover of project sites.
Coordinate effective implementation of power infrastructure investment projects
At the meeting, delegates analyzed the causes and discussed a number of solutions to remove difficulties and obstacles in implementing power infrastructure investment projects.
Regarding the work of organizing the mapping and marking of power lines and substations, Director of the Department of Industry and Trade Tran Quang Tan said that on July 19, 2021, the People's Committee of Bac Giang province issued Decision No. 728/QD-UBND approving the Report on the proposed investment policy for the project of Mapping and marking of power lines and substations of 110kV or higher in the period of 2021-2030, in which the Department of Industry and Trade was assigned to organize the implementation of the project in the period of 2024-2025. He said that in the immediate future, the Department will implement the digitization of the map.
Director of Bac Giang Electricity Company Nguyen Ba Son said that a preliminary review of land use planning for power grid projects in some districts and cities showed that the way of recording in the land use planning is different in each district. Mr. Nguyen Ba Son suggested that the Provincial People's Committee direct the adjustment of land use planning in districts and cities to ensure sufficient land area for power projects according to the planning; in which land is recorded for power grid projects and there is a reserve land area for power grid projects.
In addition, the approval of the investment policy requires an extract of the land use planning map for each pole and substation location; meanwhile, the power transmission lines are located along the route, and the land area occupied by the pole is small. The Director of Bac Giang Electricity Company requested the Provincial People's Committee to direct research to simplify the procedures for approving the investment policy.
Speaking at the meeting, Chairman of the Board of Members of EVNNPC Do Nguyet Anh thanked the leaders of Bac Giang province for their attention, facilitation, direction of departments, branches and sectors to support and closely coordinate with EVNNPC units in investing in the construction of power projects. In addition to ensuring the safety of the power system, he said that ensuring power supply for large customers is also a key task of EVNNPC. He requested the Secretary of the Bac Giang Provincial Party Committee to direct the removal of difficulties and obstacles mentioned at the meeting, with specific progress to ensure the implementation of power projects under implementation as planned. EVNNPC is committed to mobilizing all resources, working day and night, determined to complete the projects, ensuring timely, stable and quality power supply, serving the socio-economic development of Bac Giang province.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Phan The Tuan highly agreed with the solutions to remove difficulties and obstacles discussed by representatives of the leaders of departments and branches at the meeting. He emphasized that Bac Giang province is a province with a fast growth rate and a huge demand for electricity growth nationwide. In recent times, the province has received priority from Vietnam Electricity Corporation to invest over 4.6 trillion VND in electricity projects to improve the capacity of electricity supply in the province. In addition, all levels and branches of Bac Giang province have made efforts to actively remove obstacles in coordinating project implementation, especially in site clearance.
Regarding planning and land use plans, he requested the People's Committees of districts, towns and cities, the Department of Natural Resources and Environment to coordinate with the electricity sector to synthesize electricity demand to update the comprehensive master plan.
Regarding the approval of investment policies, the Department of Planning and Investment urgently coordinates with the electricity sector to complete related documents and files.
Regarding site clearance, the People's Committees of districts, towns and cities must promptly resolve difficulties and problems; review and clarify recommendations and proposals of EVNNPC and EVNNPT to reach agreement with investors on problems in undergrounding and adjusting route directions.
The Provincial People's Committee assigned the Department of Industry and Trade to take the lead, based on the recommendations at the meeting, to specifically assess the tasks, responsibilities, and implementation plans to remove difficulties and obstacles. Synthesize and report to the Chairman of the Provincial People's Committee to deploy specific tasks in the coming time.
The electricity sector actively reflects information on problems and difficulties so that the Provincial People's Committee can promptly direct and resolve them; and is more proactive in coordinating with departments, branches and sectors in implementing projects in the province.
At the meeting, Standing Vice Chairwoman of the Provincial People's Council Lam Thi Huong Thanh suggested that in the coming time, the electricity sector needs to coordinate more closely with departments, branches, sectors and localities of the province; there needs to be a roadmap stating specific responsibilities and completion time of projects. Refer to the experience of removing difficulties and obstacles in institutions and regulations of provinces in project implementation.
Speaking at the meeting, Comrade Mai Son - Acting Chairman of the Provincial People's Committee emphasized that investment in electricity infrastructure plays an important role in attracting investment and developing the province's socio-economic development. To remove difficulties and obstacles to ensure project progress, he affirmed that the Provincial People's Committee will soon issue a Plan to implement the recommendations of EVNNPC and EVNNPT.
The comrade assigned the Department of Industry and Trade to preside over and coordinate the development of specific tasks and roadmaps. Of the 11 projects that must be completed in 2025, select large projects to include in the list of key projects of the province. Issue a land price list soon, no later than November 15, 2024 to ensure the progress of project implementation in the province.
He suggested that EVNNPC and EVNNPT continue to pay attention and prioritize investment in Bac Giang province to aim at becoming the country's center for semiconductor and artificial intelligence industrial production.
Concluding the meeting, Provincial Party Secretary Nguyen Van Gau provided an overview of the recent socio-economic development of Bac Giang province. He emphasized that the demand for electricity for daily life and for economic development in the province is very large.
To ensure the implementation of the roadmap to put 11 power projects in the province into operation in 2025, the Provincial Party Secretary requested EVNNPC and EVNNPT to direct the Project Management Boards and Bac Giang Electricity Company to be more proactive in coordinating with the provincial departments, branches and localities to implement power grid investment projects in accordance with regulations. Regularly inspect, urge and resolve difficulties and problems for power grid projects in the province. Proactively coordinate with investors in industrial park and cluster infrastructure to study and implement retail power grid infrastructure investment in industrial parks and clusters in accordance with the law. Focus resources to promptly accelerate the progress of power projects after the investment policy is approved.
There is a plan to allocate sufficient capital for the construction and renovation of the power grid to ensure the quality of electricity for high-tech factories that require safe power supply. Pay attention to and prioritize capital allocation for investment in upgrading the rural low-voltage power grid to meet the people's electricity needs and quality. Strengthen technical management, flexible operation methods, ensure safe power supply, serve well political events, economic, cultural and social activities and people's daily life.
He requested the Party Committee of the Provincial People's Committee and the leaders of the Provincial People's Committee to direct relevant agencies and units to closely follow the Provincial Planning approved and adjusted by the Prime Minister; carefully study the Investment Law and the Land Law to remove difficulties and obstacles. Develop a plan to implement all power projects in the province; clearly state the responsibilities, tasks, and specific roadmap for each unit and each project; report to the Standing Committee of the Provincial Party Committee to prioritize the order of project implementation.
Direct the People's Committees of districts, towns and cities to actively implement site clearance for power projects; focus on planning and planning adjustment. Identify slow investment in power infrastructure as slowing down the pace of economic development of localities and the province.
He also requested EVNNPC and EVNNPT to study and assign focal points to receive information, report to leaders to promptly direct and resolve difficulties and problems, as a basis for implementation and progress review. At the same time, continue to pay attention and accompany Bac Giang province in investing and perfecting the power system to ensure power supply to meet the demand for capacity and quality of power sources./.
