Urgently select a consultant.
On April 28, the Government Office announced the conclusions of Deputy Prime Minister Pham Gia Tuc at a meeting on the progress of the North-South high-speed railway project and other railway lines.
At the meeting, the Deputy Prime Minister highly appreciated the efforts of ministries, departments, and localities in implementing railway projects in the past period. These are important projects that effectively contribute to the double-digit growth target.

The Deputy Prime Minister requested that ministries, sectors, and localities, according to their functions and responsibilities, proactively carry out tasks, ensuring progress, quality, and investment efficiency, within their authority, and without shirking or avoiding responsibility.
The Ministry of Construction and other relevant ministries and agencies are tasked with continuing to review and propose amendments, additions, and improvements to the institutional and legal framework regarding investment, management, operation, and exploitation of railway projects, ensuring efficiency and suitability to Vietnam's practical conditions.
The Ministry of Science and Technology and the Ministry of Construction should urgently review, develop, and supplement the system of standards and regulations on railways (high-speed railways, standard gauge railways, urban railways) that are suitable for Vietnam's conditions but also close to international practices for consistent application.
Regarding the North-South high-speed railway project, the Ministry of Construction is urgently completing the procedures to select a consultant to prepare the feasibility study report for the project in the second quarter of this year. Local authorities are also urgently developing plans to maximize the economic efficiency of the North-South high-speed railway line.
"The selection of technology transfer partners must be linked to the prerequisite of transferring technology to Vietnam," the announcement stated.
Urgent action needed to remove obstacles to urban railway projects.
Regarding the Lao Cai - Hanoi - Hai Phong railway line, the Deputy Prime Minister instructed the Ministry of Construction to urgently review and evaluate the research contents and proposals of the consultant on the feasibility study report of the project, ensuring the project's effectiveness, long-term vision, connectivity of economic centers, and synchronization of transportation modes.
Noting that pressure to meet deadlines should not lead to neglecting technical procedures, standards, quality, and efficiency of the project, the Deputy Prime Minister requested that absolute safety be ensured in all circumstances throughout the entire project lifecycle. In case adjustments to the investment policy for the project are necessary, the Ministry of Construction must urgently complete the dossier and submit it to the Government in May 2026, and to the Standing Committee of the National Assembly in June.
Regarding urban railway projects in Hanoi and Ho Chi Minh City, the Deputy Prime Minister requested the People's Committees of Hanoi and Ho Chi Minh City to coordinate with the Ministry of Construction and other relevant ministries and agencies to urgently review the progress of ongoing projects. This includes focusing on resolving difficulties related to investment procedures, land clearance, funding, and technology; ensuring that projects operate safely and efficiently, adapt to climate change, comply with approved plans, and maintain inter-regional connectivity and new circumstances.
For new projects, thorough research is necessary, along with the selection of appropriate and compatible technologies, and a reasonable investment roadmap based on the local government's budgetary capacity, avoiding scattered investments.
The Deputy Prime Minister requested that the People's Committees of these two cities urgently report to the Ministry of Construction and the Prime Minister on the plan for implementing projects scheduled to commence in 2026 and the following years of the 2026-2030 period, as directed by the Government leaders.
