Implementing the guidance document of the Khanh Hoa Department of Education and Training (GD-DT) on separate uniforms for national defense and security education from the 2025-2026 school year, many high schools in the province (formerly Ninh Thuan province) said they are facing difficulties and currently no school has implemented it synchronously.
Many schools have not implemented it because of student difficulties.
On November 27, speaking to Tuoi Tre Online , Mr. Truong Minh Tam - Principal of Phan Chu Trinh High School in Vinh Hai Commune - said that currently only a few classes have students wearing separate uniforms for the subject of national defense and security. The reason is that many students have difficult circumstances and do not have the conditions to do so.
"Many students' families are still in financial difficulty, and having to buy more uniforms will increase their financial burden. There are more than 700 students in the school, but 50 of them are poor or near-poor, not to mention other difficult cases," said Mr. Tam.
According to Mr. Tam, there is currently no unified source for purchasing uniforms, students have to find and buy them themselves, so the designs and prices are not consistent. The school has sent a document to the Khanh Hoa Department of Education and Training to ask for further guidance.
"The policy has positive aspects, our school also supports it, but local economic conditions are still limited so it is difficult for parents to respond immediately" - Mr. Tam shared.

Many parents said that the price of each uniform they bought themselves ranges from 150,000 to 300,000 VND. Meanwhile, the uniform is only used once a week and must be purchased a new one after each school year. This is a certain waste for students in difficult circumstances.
At Ninh Hai High School (Ninh Chu ward), the school board has not yet implemented uniforms for national defense and security education because most of the students are in difficult circumstances.
A school representative said that the financial pressure on parents has been huge since the beginning of the school year. Especially after the recent floods, many families suffered crop failures and their incomes have dropped sharply. "If we require parents to buy uniforms right away, it will put even more pressure on them," he said.
The school has nearly 1,300 students, of which nearly 200 are from poor, near-poor and disadvantaged households.
Students are not required to wear uniforms when learning national defense and security education.
Speaking with Tuoi Tre Online , Mr. Le Dinh Thuan - Deputy Director in charge of Khanh Hoa Department of Education and Training - affirmed that the uniform regulation for national defense and security education is only mandatory for teachers of this subject, not for students.

"For teachers, it is mandatory, but for students, it depends on each educational institution. Schools that have the conditions will implement it. Schools that do not or do not have the conditions will not be required to implement it," Mr. Thuan affirmed.
Many schools said that after receiving instructions from the Khanh Hoa Department of Education and Training, they will make adjustments and inform parents to avoid misunderstandings and reduce pressure on students and their families.
