The overall goal by 2030 is to develop sustainable and efficient agriculture and rural areas, ensuring food security in conjunction with targeted programs for building new rural areas, contributing to the goal of making Khanh Hoa a centrally-governed city by 2027, based on maximizing potential and advantages, especially the advantages of the marine economy. Rural areas will develop comprehensively, with a synchronous and modern socio-economic infrastructure, a rational economic structure and forms of production organization, a safe and healthy living environment, ensuring ecological balance and adaptation to climate change; paying attention to investment in the development of rural, mountainous, and ethnic minority areas; narrowing the gap between regions; maintaining security, political stability, social order and safety, and sovereignty over the sea and islands.
Specific targets for 2030 include: Regarding agriculture , the average growth rate of the agriculture, forestry, and fisheries sector is projected at 3.17% per year for the entire period 2026-2030 (ranging from 2.81% to 3.5% per year); the proportion of agriculture, forestry, and fisheries in the GRDP is projected to average around 10.56%, decreasing to 8.56% by 2030; strong development of high-tech marine aquaculture is planned, making Khanh Hoa a national marine aquaculture center; and the entire chain of aquaculture, exploitation, processing, and export of aquatic products is to be completed in a sustainable and modern direction.
Regarding farmers and rural areas, the target is to reduce the multidimensional poverty rate by 1-1.5% per year; strive for 100% of communes to meet the new rural standards by 2027, including 10% of communes meeting the modern new rural standards; the rate of trained rural laborers will reach 80-90%, of which 40% have degrees or certificates; the rate of rural population using clean water meeting standards will range from 87.5% to 90.2%, stabilizing and maintaining at 90.2% by 2030.
Regarding resource and environmental management, the forest cover rate remains stable at 47%; the rate of collection and treatment of solid household waste and hazardous waste reaches 100%; the area of marine and coastal protected areas has increased to 6% of the national sea area; the circular economy is being implemented, sustainable and multi-purpose forestry is being developed, REDD+ programs are being implemented, and greenhouse gas emissions are being reduced according to the roadmap to net zero by 2050; regulations and mechanisms on land allocation, land leasing, and land valuation are being perfected, and the efficiency of resource management, especially land resources, continues to be improved; 100% of reservoirs and dams are safe, ensuring water security throughout the province.
The vision for 2045 is for farmers and rural residents to be civilized, comprehensively developed, and have high incomes; to develop ecological agriculture in the direction of value chain linkages, focusing on specific, potential, advantageous, high-quality, and highly competitive crops and livestock, linked to processing and expanding export markets. Rural areas will develop into modern areas with living conditions approaching those of urban areas, a green, clean, and beautiful living environment, rich in national cultural identity; and national defense, security, order, and social safety will be firmly ensured.
The Standing Committee of the Provincial Party Committee emphasized seven key tasks and solutions and assigned specific responsibilities to Party committees and organizations at all levels, as well as relevant agencies and units, to effectively implement this plan.
