On November 1, the People's Committee of Khanh Hoa province said it had assigned the Department of Home Affairs to preside over the appraisal of the Department of Education and Training's proposal to delegate the right to recruit teachers to the commune level after completing the arrangement of the two-level government.
At the request of the Department of Education and Training, the People's Committees at the commune level will be assigned to perform tasks such as recruiting, receiving, mobilizing, seconding and transferring teachers and staff between kindergartens, primary schools and secondary schools under their management.

Most commune-level People's Committees in Khanh Hoa province support this proposal. Localities believe that decentralization will help them be more proactive in teacher management, shorten the time to process procedures and closely grasp the human resource needs at the grassroots level.
Previously, in September 2025, the Provincial People's Committee directed the Department of Education and Training to study and review the decentralization content. The Department of Education and Training consulted the Department of Justice, the Department of Home Affairs and the People's Committees of communes and wards to complete the draft document.
The Department of Home Affairs requested the Department of Education and Training to review current regulations of the Government and the Ministry of Education and Training to clarify the decentralization contents, ensuring proper implementation of regulations while waiting for guidance documents from the Central Government.
Mr. Nguyen Long Bien, Vice Chairman of Khanh Hoa Provincial People's Committee, requested the Department of Home Affairs to complete the appraisal and submit it to the Chairman of the Provincial People's Committee no later than November 10, 2025. If approved, this will be a step forward in administrative reform, helping communes to be more proactive in educational management.
