According to the document, the provincial leadership assigned the Department of Agriculture and Environment to take the lead and coordinate closely with localities and relevant departments and agencies to effectively implement urgent tasks and solutions; proactively advise and propose matters within the province's authority for timely guidance and resolution in accordance with regulations.
This decisive move by Khanh Hoa province aims to strictly implement Prime Minister 's Directive No. 35/CĐ-TTg issued on April 25th.
According to information from international organizations and veterinary agencies in various countries, the foot-and-mouth disease virus strain SAT1 has now spread to many countries in the Middle East and West Asia, and was recently announced to have appeared in China in early April 2026. Although this strain has not yet been recorded circulating in Vietnam, given its recent spread, the risk of infection in our country is very high.
In light of the above situation, the Prime Minister requests that provinces and cities focus on directing the organization of monitoring, prevention, and strict handling of individuals and vehicles involved. Illegal transportation of animals and animal products across borders, and animals of unknown origin or provenance.
Local authorities and specialized agencies must proactively detect suspected cases of livestock disease early, collect samples for testing to accurately identify the causative agent, implement comprehensive disease prevention and control measures, and decisively handle outbreaks while they are still confined to a small area. At the same time, localities need to proactively allocate resources, promptly provide funding, supplies, chemicals, and personnel to organize and implement response plans, ensuring readiness to collect samples and handle outbreaks according to regulations.
At the same time, the Prime Minister assigned the Ministry of Agriculture and Environment to closely monitor the global disease situation, coordinate with international organizations to receive technical support and ensure the supply of vaccines when necessary. The Ministry of Public Security and the Ministry of National Defense are responsible for directing their respective forces to strengthen inspections, arrests, and strictly handle cases of smuggling of animals and animal products.
The Ministry of Industry and Trade is coordinating the monitoring of market developments to ensure smooth circulation and prevent instability in the domestic market. It is also directing market management forces to strengthen control and handle cases of trading in animals of unknown origin.
The Ministry of Finance has directed customs authorities to closely monitor border crossings and propose a plan to provide financial support for the handling and destruction of animals testing positive for foot-and-mouth disease caused by the SAT1 serotype virus.
