On November 25, the People's Committee of Khanh Hoa province issued a document directing departments, branches and localities to proactively respond to the tropical depression (ATND) that is entering the East Sea and is likely to strengthen into storm No. 15, heading towards the Central region in the coming days.
As the province is focusing on overcoming the consequences of the recent historic floods, the Chairman of the Khanh Hoa Provincial People's Committee requested localities to continue supporting people to stabilize their lives, restore production, and at the same time prepare plans to be ready to respond to the next natural disaster.

Units must closely monitor the development of natural disasters; count vessels, inform fishermen of the location and direction of natural disasters for timely prevention; and prepare rescue forces.
Irrigation and hydroelectric projects must be urgently reinforced and water flow monitored for appropriate regulation to ensure dam safety. The Khanh Hoa Provincial Civil Defense Command Office has been assigned to coordinate with relevant units to develop response scenarios for each level. The Provincial Hydrometeorological Station continues to provide timely forecast information to serve the direction.

According to the Khanh Hoa Provincial Hydrometeorological Station, at 1:00 a.m. on November 25, the tropical depression was in the central Philippines, with winds of level 7 and gusts of level 9. It is forecasted that by 1:00 a.m. on November 26, the tropical depression will enter the East Sea, likely to strengthen to a storm of level 8, gusts of level 10, and continue to strengthen as it moves towards the central mainland.
