On November 26, Khanh Hoa Provincial People's Committee sent a telegram to relevant units in the province about proactively responding to storm No. 15 (storm Koto).
According to the telegram, the Chairman of Khanh Hoa Provincial People's Committee requested the Provincial Border Guard Command to call on ships and boats still operating at sea to urgently return to shore or find safe places to avoid and shelter from the storm.
By 7:00 a.m. on November 26, all ships in the province and ships in the province's managed waters must be informed to move to shelters.
People's Committees of communes and wards organize inspections of vulnerable areas, areas at risk of flash floods, landslides, low-lying areas, floods, etc. Proactively plan to evacuate people to safe places.
Khanh Hoa Department of Agriculture and Environment directed reservoir management units to continue monitoring the developments of storms, floods, and rains, based on hydrometeorological forecasts and warnings, proactively calculate the amount of incoming water, and operate and regulate flood discharge appropriately to ensure the safety of works and prevent flooding in downstream areas.
The Chairman of Khanh Hoa Provincial People's Committee also requested the Department of Science and Technology of this province to direct telecommunications service providers to have backup plans to ensure smooth communication between the central and local levels, between the provincial and communal levels, and absolutely not to let information and communication disconnect like the recent floods.
More than 200 fishing boats entered Truong Sa to take shelter from storm No. 15
The People's Committee of Truong Sa special economic zone (Khanh Hoa province) said that by 4 p.m. the same day, it had received more than 200 fishing boats with more than 2,000 fishermen to take shelter from the storm.
Forces on the island mobilized more than 400 officers and soldiers to support people in reinforcing houses and tying boats. The islands provided more than 10,000 liters of fresh water, necessities, medicine, medical examinations and temporary accommodation for fishermen.
Localities in Khanh Hoa province have also developed plans to respond to storm No. 15, organized 24/7 on-duty during the storm, and deployed forces to key locations to carry out rescue missions.
In Dien Dien commune (the flood center during the recent historic flood), the village chiefs of 17 villages assigned tasks and arranged specific schedules for each member, made plans to set up guard posts to prevent people from passing through vulnerable areas, and deployed to evacuate people to safe locations when directed.
For households whose houses were completely collapsed or severely damaged in the recent historic floods, the leader of Khanh Hoa Provincial People's Committee said that all these households will be evacuated to a safe place when storm No. 15 affects Khanh Hoa.
