Waking up this morning, looking at Khanh Hoa, people's hearts cannot help but feel warmed by the support policies that the province has just issued in Notice No. 400/TB-UBND dated November 28 for people after the historic floods. The special highlight this time is the care and understanding for tenants who have not registered for temporary residence, a group of people who are easily overlooked in the most difficult circumstances.

The result of this humane change was implemented after a meeting chaired by the Chairman of the Provincial People's Committee; attended and directed by the Provincial Party Secretary Nghiem Xuan Thanh, to listen to recommendations from localities, which took place on November 28. Previously, the Khanh Hoa Department of Finance had worked closely with localities, providing specific guidance on support criteria, and in the initial review, had not accepted support for tenants who had not registered for temporary residence, whether they lived in private homes or rented houses. This decision was legally correct, but unintentionally created a gap for those who were in dire need of support after the natural disaster.

Therefore, the new decision of the Provincial People's Committee, expanding support for tenants who have not registered for temporary residence, is a clear demonstration of flexibility and humanity in management, as well as concern for people's lives. Chairman of the Provincial People's Committee Tran Phong emphasized that this support must be clearly confirmed by landlords and residential areas, in order to ensure timely assistance and avoid possible negative consequences. This is an approach that is "both legal and appropriate", a valuable lesson in responding to natural disasters.

Not only that, Khanh Hoa also focuses on households affected by landslides, adding a support level of 1 million VND/person, at the same time requiring communes and wards to review and provide timely support so that people do not lack food and clothing, and mobilize the community to help temporarily house households whose houses collapsed or were swept away. The province is committed to completing the repair and reconstruction of severely damaged houses before the Lunar New Year 2026, ensuring that people have a safe and stable place to live.

In addition to supporting livelihoods, Khanh Hoa province also focuses on restoring local production and economy. Localities are required to plant crops on time, provide adequate seeds, forecast and prevent pests and diseases, and quickly restore the livestock industry, especially the re-herd of pigs, cows, and poultry. Aquaculture infrastructure such as cages and ponds are also repaired promptly to prepare for the new crop. The Department of Finance is assigned to coordinate with the Ministry of Finance to propose to the Government to allocate funds according to Decree 09/2025/ND-CP, and proactively arrange advances from the local budget to support people immediately.

The Ministry of Industry and Trade has strengthened price control, prevented hoarding and price increases; maintained stable and zero-price points of sale, ensuring that essential goods reach people. Hydropower activities are also closely monitored to ensure safety. The Department of Culture, Sports and Tourism has implemented a tourism stimulus plan and fully communicated so that tourists can feel secure when coming to Khanh Hoa after the floods.

All these measures are not just numbers or targets, but are vivid evidence of the spirit of solidarity, sharing and responsibility to the community of the Khanh Hoa provincial government. In difficult days, when floods disrupted life, it was the people and timely care that became the support for the people.
