When party members are pioneers in hunger eradication and poverty reduction

Arriving at Tan Linh commune, Lao Cai province, I was taken by Ms. Ha Thi Huyen, an official of the Commune Farmers' Association, to village 8 to meet Mr. Nguyen Toan Quoc, a Tay ethnic, a pioneering party member in economic development, daring to think and act, helping many people in the area escape poverty.

Meeting a 42-year-old man who was busy checking the beaded carpet products before leaving the factory, the round, even wooden beads were polished, and had a pleasant aroma. The beads were made from planted forest wood, these carpets are widely used in interior decoration, especially in spiritual places, creating a sense of peace for the user. Mr. Nguyen Toan Quoc stopped and said that he grew up in a difficult rural mountainous area, after 5 years of working abroad, with a little capital, he focused on raising pigs for breeding. However, there were many epidemics, the selling price of pork was unstable, just enough to cover food and medicine to prevent epidemics.

Faced with that situation, with the desire to change the direction of business, Mr. Quoc realized that the entire strip of planted forests along the Chay River, and the bodhi tree forests along National Highway 70 of farmers had the potential to be purchased for deep processing. Mr. Quoc was determined to learn experience in processing techniques, how to use saws, dryers..., to produce products such as bodhi wood seed mats, and at the same time he also found partners for the output of the products. With a loan of 100 million VND from the Bank for Agriculture and Rural Development, Mr. Quoc invested in production, purchasing, processing and consuming products of planted forest wood. With one cutting machine, eight stamping machines, and seven dryers, he created regular jobs for 15 local workers, with an average income of 6 million VND/person/month, a fairly good income for people in rural mountainous areas. Thanks to stable output, products trusted by consumers, family income increases every year, Mr. Quoc was able to build a new house, and have the conditions to help the poor in the village overcome difficulties.

In 2018, through his efforts, Mr. Quoc was elected to the Party, and in 2021, he was trusted by the Party cell to hold the position of Party cell Secretary and Head of the Front Work Committee of Village 8. Mr. Quoc has always been an exemplary leader in all work, with good scientific and internal solidarity, and together with 19 Party members in the Party cell, he has set an example for 164 households of Dao, Tay, Nung, and Muong ethnic groups in the village to work together to eliminate poverty. Thanks to the assignment of responsibilities to each Party member, and the skillful mobilization of relatives and relatives of poor households to contribute money and labor to join hands to eliminate dilapidated houses and build new houses for poor households, the result is that more than 10 poor households in the village have new houses after being helped. Currently, the whole village has only three poor households, and the Party cell has issued a resolution to help eliminate poverty in the coming time.

As the Head of the Front Work Committee, Mr. Quoc realized that the knowledge of the local ethnic minorities was not high, especially the Dao Quan Trang households who still had many bad customs, making it even more urgent to build a new life in the countryside, absolutely not allowing bad forces to take advantage. Or the expansion of the Tan Linh-Tan Lap-Phan Thanh inter-commune road with a length of more than 14 km, of which 4.5 km through village 8, there was no estimated budget for land clearance, and it was very necessary to have the consensus of the people donating land to open the road.

As the Head of the Front Work Committee, in addition to propagating policies, while drinking tea or harvesting rice, Mr. Quoc spoke words of truth and falsehood to households affected by land acquisition. Through mobilization, Mr. Hoang Van Quan's family voluntarily donated nearly 100m of the route, worth tens of millions of VND, to the project. Seeing this, many other families followed suit, voluntarily not receiving compensation. Accordingly, the entire village had 30 households agreeing to cut down trees, break down fences, give up garden land, and create a clean surface for the road to the finish line. With a new road, Mr. Quoc's family contributed money with the villagers to build a 3km long rural road lighting line, install security cameras at the three-way intersection, and effectively ensure rural security.

Chairman of Tan Linh Commune People's Committee Nguyen Ngoc Son assessed that comrade Nguyen Toan Quoc, the Party Cell Secretary and Head of the Front Work Committee of Village 8, is always exemplary, taking the lead in all work, and is trusted by the people. Comrade Quoc himself is quick in developing the family economy , creating many jobs for people in the area. For many consecutive years, the Party Cell of Village 8 has achieved the title of excellent Party Cell, honored in donating land for road construction, and is learned and followed by other Party Cells ■
